General Statement of Duties:
This is a strategic management position in the Essex County Sheriff's Department (ECSD) with broad management and supervision responsibilities for the development of policies, programs, and practices regarding correctional criminal or administrative investigations, intelligence gathering, and other similar assignments within the scope of ECSD operations. Oversees the Special Investigations Unit (SIU) (formerly Security Investigations) with personnel assigned to the Middleton as well as the Pre-Release facilities in Lawrence and Salisbury, and other locations as needed. This position reports directly to the Superintendent of the ECSD facility affected by SIU activity, or their designee. The incumbent is a member of the Executive Team which meets weekly under the guidance of the Special Sheriff to provide collaboration and information sharing across the Department. Serves as the primary liaison with multiple external agencies to support ECSD investigations and intelligence.
Supervision Received:
Primarily works under the direction of the Superintendent – Middleton, unless specific operations fall under the direction of the Superintendent of the Pre-Release facilities. Other supervisors of higher grade may provide instruction, guidance, assign work and review performance as needed. Performance evaluations will be completed by the Superintendent - Middleton, in collaboration with the Superintendent - PRC/WIT. Meets bi-weekly with the Sheriff and Special Sheriff to review SIU activities and cases.
Supervision Exercised:
Exercises direct supervision over SIU assigned personnel, including those assigned to Law Enforcement Task Forces and the Fugitive Apprehension Team.
Essential Functions:
§ Supervises, provides technical guidance, and evaluates the work of subordinate personnel who are conducting criminal and administrative investigative and intelligence gathering tasks. Ability to manage and prioritize a high-volume workload within a dynamic environment.
§ Special emphasis is placed on the detection, interdiction, intelligence and investigation surrounding the introduction of contraband into the ECSD facilities.
§ Conduct frequent meetings with the Superintendents, Assistant Superintendents, Shift Commanders, and others, as needed, to share information and enhance communication within the organization so as to improve the overall safety and security of our facilities.
§ Develop and maintain intelligence expertise pertaining to Security Threat Groups (STG-gangs) and other entities that are suspected to be threats to public safety and ECSD facility operations. Collaborate with external STG experts, federal, state and local law enforcement agencies, to include but not limited to the Commonwealth Fusion Center, NESPIN, HIDTA, and other area law enforcement investigative groups and organizations.
§ Develop and implement all policies and procedures for SIU. Implements goals, objectives and program initiatives. Responsible for the ongoing review and update of those policies.
§ Participate in the selection of staff, training, counseling, and mentoring of those assigned to SIU operations. Training will include investigative techniques, interview and interrogation tactics and operational guidelines and procedures.
§ Monitors the progress of investigations and reviews completed investigations for accuracy and thoroughness.
§ Assigns investigations to be conducted and the procedures/techniques to be used.
§ Receive investigation referrals from the ECSD PREA Coordinator and assign cases for appropriate investigations. Submit investigative reports to the PREA Coordinator in a timely manner.
§ Acts as the ECSD liaison with federal, state and local law enforcement agencies to perpetuate interagency collaboration in support of the SIU mission. Attend and/or assign personnel for participation in external detective/intelligence meetings. Liaison with the District Attorney’s Office, US Attorney Office, and others when necessary. Testify in court as needed.
§ Review ECSD inmate drug testing reports for investigative leads.
§ Responsible for coordinating with the Superintendent of the Pre-Release Centers on inmate contact visits.
§ Cultivate and manage informants both internal and external to the ECSD. Maintain applicable records and logs per ECSD policy and procedures.
§ Conduct proactive inmate and staff interviews. Review video recordings as needed.
§ Maintain investigative proficiency in analytics associated with the inmate communication system (Securus), and commissary (Aramark).
§ Manage a proficient, secure and policy-compliant evidence handling, control and storage system.
§ Prepare an annual budget request for the SIU, and plan for future needs.
§ Implement and enforce all employee rules and regulations and any and all collective bargaining agreements in effect.
§ Direct and monitor compliance with all applicable CMRs, Massachusetts General Laws, and Sheriff's Department Policies as they apply to the SIU and the ECSD.
§ Responsible for record keeping and planning special projects. Maintain an effective records system and manage caseload statistics.

Position Type/Expected Hours of Work:
This is a full-time position. Core hours and days of work are Monday through Friday, 7:00 AM to 3:00 PM.
The incumbent must we willing to be work irregular hours when necessary and to be available during off-duty hours. A department owned emergency vehicle, if available, will be provided to the incumbent for off-duty emergency response as needed.

Qualifications
Required Education and Experience:
§ Bachelor’s Degree or higher with at least five (5) years’ experience in a supervisory investigative capacity.
§ Experience in investigations and intelligence operations preferred.
§ Excellent communication skills (both oral and written), organizational and management skills necessary.
§ Ability to assist in the planning and directing of activities and operations within a correctional institution.
§ Ability to deal effectively with the public and government officials.
