Position Summary Information
General Summary
This is a non-merit system, employment-at-will, long-term contract position. This role is eligible for a hybrid work schedule.

The Sr. Application Support Analyst-ePermitting provides functional and technical guidance for the maintenance, support, and renewal of line-of-business (LOB) applications in one or more of the following functional areas: ePermitting, Oracle Work and Asset Management (WAM), Cityworks, and ProjectDox.

Working within cross-functional teams, the Sr. Application Support Analyst provides life-cycle support of LOB applications including application life-cycle planning and application maintenance and production. The Analyst is also responsible for on-call support, end-user support, including responses to ad-hoc end-user requests for application enhancements, and custom programs and reports development.

In the system renewal phases, the Analyst supports and provides leadership in business case development and refinement, market surveys and technology assessment, business and functional requirements development, system acquisition support (e.g. RFP, cost estimation, etc.) for system software and implementation projects, system implementation support, and production support.
Essential Functions
  • Facilitates the support and maintenance of LOB applications
  • Supports issue resolution tasks related to the enhancement of Commission’s LOB applications
  • Ensures the satisfactory delivery of ongoing user-requested enhancements to LOB systems
  • Leads application retirement planning and support activities
  • Provides leadership and hands-on support for business/functional requirements development in the LOB functional area(s)
  • Leads the functional configuration tasks and activities for software implementation projects
  • Collaborates with area subject matter experts to discover, define, assess, and document business needs and requirements
  • Supports the WSSC Water in-house software development and COTS implementation, determining user requirements and desired outputs including migration to next generation technology
  • Develops, maintains, and enhances custom database programs to comply with business needs and requirements
  • Collaborates with COTS (application) vendors to troubleshoot system issues, track support tickets to closure, install patches, and software releases
  • Develops detailed functional design specifications that include process flow and report formats along with the supporting business logic required to implement relative system requirements
  • Analyzes operational data to identify system/operational problems and provide resolution processes
  • Develops test case scenarios and coordinates system testing
  • Identifies the technology risks on a project and communicates credible scenarios/feasibility issues to the supervisor
Other Functions
  • Works with the supervisor to develop project scope and priorities
  • Participates in cross-functional teams on enterprise IT systems improvement projects
  • Supports the team in solicitation development initiatives for procurement purposes
  • Supports business process team in streamlining WSSC Water business work flows
  • Performs related duties, as required

Required Knowledge, Skills, And Abilities
  • Ability to gain knowledge of asset management LOB applications (e.g., ePermitting, Oracle WAM, Cityworks, and ProjectDox)
  • Proficient in database platforms (Oracle or SQL Server) and SQL programming languages
  • Ability to create new custom database programs (stored procedures, functions, views) based on business requirements
  • Ability to troubleshoot, debug, and modify existing database programs
  • Ability to perform business analysis, gap analysis, requirements modeling, and use analysis tools and techniques
  • Ability to use proven requirement gathering techniques to identify accurate and well-defined business requirements
  • Excellent analytical, problem-solving, communication, and presentation skills
  • Ability to identify opportunities to automate any processes for efficiencies
  • Ability to work well with people from different disciplines with varying degrees of technical experience and knowledge

Minimum Education, Experience Requirements
  • Bachelor’s degree and 4+ years’ IT experience in one or more of the following areas: business analysis, process design, or applications development/support with strong emphasis on end-user satisfaction
  • Experience in database platforms (SQL Server Management Studio or Oracle SQL Developer)
  • Experience developing complex queries using SQL programming languages
  • Experience developing requirements and supporting LOB applications
OR
  • High School diploma (or equivalent) and 8+ years’ IT experience in one or more of the following areas: business analysis, process design, or applications development/support with strong emphasis on end-user satisfaction
  • Experience in database platforms (SQL Server Management Studio or Oracle SQL Developer)
  • Experience developing complex queries using SQL programming languages
  • Experience developing requirements and supporting LOB applications

Proficient with MS Office applications

  • Experience with report development tools (Report Builder or Crystal Reports)
