Position Summary Information
General Summary
WSSC Water Commissioners are appointed to four-year terms by the County Executive of their respective county, Montgomery or Prince George’s, and are subject to confirmation by their County Council. Each county appoints three Commissioners who come from a variety of backgrounds and experiences, with varying degrees of history in water and wastewater systems.

The Office of the Commission Environmental Policy Analyst is a subject matter expert who provides technical and policy support to WSSC Water Commissioners as they review, analyze, and approve management actions in furtherance of the Board of Commissioners governance function.
Essential Functions
· Monitors and assesses the progress and accomplishments set forth in the WSSC Water Strategic Plan as they reflect the governance and strategic priorities of the Commission

· Conducts research and analysis of WSSC Water initiatives and provides technical expertise and guidance on key policy issues

· Reviews Commission Agenda items from the Commission perspective and points out matters requiring special attention

· Prepares reports and briefing documents on complex proposals which require formal approval by Commissioners, such as rate structure reviews, budget analysis, customer classes, affordability matters, etc.

· Provides policy support and critical thinking on ways to optimize the work of the Commissions’ Standing and Ad-Hoc committees

· Helps Commissioners stay current about innovative programs that have been implemented by other water and wastewater treatment organizations

· Assists Commissioners in identifying, researching, and analyzing policy and technical issues embedded in matters under consideration for vote as well as long-range planning

· Prepares talking points to assist Commissions with appearances before the County Councils, legislative committees of the Maryland General Assembly and other public hearings

· Strategizes with Commissioners on ways to support the General Manager in achieving world class status for WSSC Water

· Assists Commissioners in staying current about innovative programs that have been implemented by comparable water and wastewater utilities
Other Functions
· Assists Corporate Secretary in optimizing the work of the Standing and Ad Hoc Committees and tying the work of Standing and Ad Hoc Committees to WSSC’s Strategic Plan

· Assists Corporate Secretary with on-boarding of new Commissioners

Required Knowledge, Skills, And Abilities
· Ability to draft memorandums to advise WSSC Water Commissioners
· Ability to perform in a fast-paced environment
· Excellent verbal and written communication skills
· Ability to conduct pertinent research and make thorough analysis to contribute to sound Commission decisions and to prepare clear and comprehensive reports
· Ability to synthesize data based on broad understanding of organization impact and professional expertise
· Superior analytical and problem-solving skills and demonstrates the ability to apply these attributes in the execution of solutions
· Competent use of standard office software tools (e.g., Word, Outlook, and PowerPoints) or ability and willingness to become adequately trained on these tools within six months of accepting an offer of employment
· Ability to perform in a professional and ethical manner at all times
· Ability to deal tactfully and effectively with governmental officials, WSSC Water staff, and members of the public
· Must be capable of handling the primary job functions and assignments independently
Minimum Education, Experience Requirements
· Bachelor’s degree and 5+ years experience in business administration, public administration, public policy, or related field at a federal, state, or local environmental department, water/wastewater utility, or other utility

OR

· Associate’s degree and 7+ years experience in business administration, public administration, public policy, or related field at a federal, state, or local environmental department, water/wastewater utility, or other utility

OR
· High school diploma (or equivalent) and 9+ years experience in business administration, public administration, public policy, or related field at a federal, state, or local environmental department, water/wastewater utility, or other utility
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
Preferences
· Prior experience as a Policy Analyst, or similar position
· Experience supporting governing boards and/or working with Boards of Directors
Salary $104,908 - $178,628
