General Summary | The Sr Financial Planning & Strategy Analyst develops and manages comprehensive financial planning models to support WSSC Water’s long-term fiscal health and sustainability. |
Essential Functions | - Create, maintain, and define financial models to support WSSC Water’s long-term strategic financial planning and decision-making processes
- Review and update the water and sewer rate model to ensure costs are accurately reflected
- Take the lead on rate and cost-of-service studies
- Review wholesale customer rates and recommend adjustments as necessary
- Manage the annual miscellaneous fees and charges process, ensuring a comprehensive analysis is conducted to determine if the costs of services provided are covered
- Recommend fee adjustments when required
- Conduct periodic deep dives into complex fees and charges; oversee the work of third-party consultants performing in-depth analyses of complex fees
- Ensure findings align with departments’ goals; and provide actionable insights
- Develop and regularly present to CFO and finance managers detailed cash flow analyses for capital and operating funds, ensuring alignment with financial plans and sustainability
- Advises budget manager on budget impacts related to the long-term fiscal plan, financial metrics, and overall financial strategy
- Draft financial presentations for Commission and Bond Rating Agency meetings, effectively communicating financial health, plan, and strategies
- Prepare detailed green bond reports, highlighting environmental and financial health benefits and integrating green bond initiatives into WSSC Water’s broader financial strategy
- Ensure compliance with green bond audits
- Assist financial advisors with debt matters
- Serve as WSSC Water’s debt policy administrator, ensuring adherence to CFO guidelines and rating agency expectations, integrating debt management into the long-term fiscal plan

Other Functions | - Manage consultant work as required
- Conduct, oversee, or assist in a wide variety of highly technical studies that address various public finance and WSSC Water fiscal policy issues
- Assist WSSC Water management staff in addressing public policy issues raised by the Montgomery and Prince George’s County governments
- Attend and participate in upper management staff meetings and briefings with the General Manager, Deputy General Managers, Senior Leadership Team, Commissioners, County Council members and others
- Respond to requests for survey completion from local, state, and federal organizations
- Provide training to junior staff, fostering a culture of continuous improvement and professional development
- May serve as the budget division manager when necessary
- Performs related duties as required

Required Knowledge, Skills, And Abilities | - Thorough knowledge of the principles and practices of budget and multi-year program development and planning, supplemented by a thorough knowledge of the Commission objectives and the operational practices of its various diverse organizations
- Advanced financial modeling and strategic analysis skills
- Excellent written and verbal communication skills, with strong ability to present complex financial information clearly and concisely to stakeholders
- Ability to supervise others
- Thorough knowledge of federal, state, and local governments’ operations
- Thorough knowledge of statistical and various research methods
- Ability to analyze office and field operations, staff utilization, and other administrative functions
- Ability to prepare concise and comprehensive reports for presentation both verbally and in writing
- Ability to exercise good interpersonal communication skills with Commission personnel, county officials, and the general public
- Advanced proficiency in Microsoft Office products

Minimum Education, Experience Requirements | - Bachelor’s degree in Finance or related discipline
- 5+ years of experience in program/budget planning and development, economics, or budget analysis
OR
- High school diploma or equivalent
- 9+ years of experience in program/budget planning and development, economics, or budget analysis

Additional Requirements | Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter |
Preferences | - MBA or Master’s degree in a related discipline
- Experience in the water and wastewater industry
