General Summary | This is a non-merit system, employment-at-will, long-term contract position. This is a hybrid-eligible role working 3 days in the office.
The Sr. Application Developer, Enterprise Content Management (ECM) is responsible for requirement analysis, design, development, test, deployment, and operation support of ECM solutions using IBM FileNet, IBM Datacap, and other custom tools. The Sr. ECM Application Developer works independently and serves as a tech leader, collaboratively working with other ECM consultants and various IT teams to support IBM FileNet and IBM Datacap applications in production operation, application enhancement, integration, and new application implementation. |
Essential Functions | - Supports ECM application operation, communicates with business users, and troubleshoots and resolves reported application incident tickets
- Performs ECM application implementation and integration, including participating in requirement gathering sessions, designing solutions, developing application code, configuring COTS products, conducting unit testing, supporting QA and UAT, and deploying application
- Leads and coordinates technical tasks, facilitates technical brainstorming and discussions, and collaboratively works with system administrators, DBAs, network engineers, security team, and help desk
- Communicates with businesses and customers, including clarifying requirements, presenting and conducting demos of application solutions, and training users
- Writes technical documents and tools such as technical design documents, unit test reports, and status reports

Required Knowledge, Skills, And Abilities | - Understanding of enterprise content/document/record management principles and best practices, and knowledge of taxonomy development

Minimum Education, Experience Requirements | - Bachelor’s degree and 5+ years of hands-on experience in ECM (FileNet or similar) application implementation or High School diploma (or equivalent) and 9+ years of hands-on experience in ECM (FileNet or similar) application implementation
- IBM FileNet Content Manager experience, including repository structure, metadata attributes, security consideration, searching indexing, and subscription event triggers and action
- IBM Content Navigator experience, including search, display, download, email, and customization
- IBM Datacap experience, including configuring OOTB functions and Visual Studio
- Oracle Database, and / or SQL Server experience, including SQL Plus and PL/SQL

Additional Requirements | Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter. |
Preferences | - Knowledge of and experience in Java / J2EE framework, JavaScript, SOAP, and REST
- Experience with installation and configuration of FileNet Content Manager and IBM Content Navigator (ICN)
- Knowledge of and experience with WebSphere Application Server and Web Server
- Knowledge of and experience with IBM Enterprise Records
- Knowledge of and experience with Automation Document Processing (ADP) or Document Processing Extension (DPE)
