Position Summary Information
General Summary
The Contract Support Technician performs varied and responsible administrative duties, including the review and take-off of current and final contract estimates, general research and analysis of estimates, maintenance of records, payments and correspondence of all contracts within the assigned depot.
Essential Functions
  • Prepares routine correspondence pertaining to various types of construction contracts
  • Set up contracts in E-builder Database to include project participants, contract budget and folder structure
  • Uploads contract documents into e-builder and distributes to contract manager and inspectors to include specification book, plan, copy of permits/MOU/SEP/SCP/IDIQ task
  • Reviews current estimates/invoices by verifying that the quantities to be paid are in agreement with inspector’s field reports
  • Verifies calculations and prepares contract cost breakdown after verifying prime contractor is paying their subcontractors
  • Receives payment of estimate in MAPS
  • Reviews as-built plans/finals, verify water and sewer house connection lengths, water and sewer line lengths, manhole depths, and all other costs associated with contract and prepares physical acceptance with final quantities letter to contractor to submit final estimate
  • Computes overrun/underrun summary for final estimates and prepares certificate of final Acceptance for final estimates
  • Verifies that all required documents are included in substantial completion package, scans, uploads to e-builder and distributes to appropriate department for processing
  • Maintains time and attendance records of office and field personnel
  • Verifies mileage and travel reimbursement requests for accuracy and submits to accounting for processing
  • Establishes and maintains files for each contract, archive files, personnel folders, chronological files, card files, est.
  • Types and processes final decision of the engineer, including retrieval all supporting documentation and labeling
  • Utilizes MAPS system to generate and receive purchase orders, estimate payments, and supply order payments
Other Functions
  • Utilizes PRODCV, PPIS, MMIS and CSIS systems to research specific problems with contracts
  • Maintains office copy of personnel policy manual, correspondence manual, general conditions and standard specifications, standard details and WSSC Water Materials Book
  • Utilizes MAPS systems to add and /or delete construction materials to contracts as necessary
  • Updates monthly major contract status report
  • Responsible for repair and maintenance scheduling of office equipment and coordinates with IT department to maintain computer usage and set up employees in depot
  • Maintains log and distribution of all construction reviews and applicant packages
  • Handles numerous complaints and questions from the general public, applicant and contractor’s
  • Performs other related duties as required
Work Environment And Physical Demands
Work is performed in a standard office environment.
Required Knowledge, Skills, And Abilities
  • Good knowledge of office management practices
  • Good clerical skills
  • Ability to keep complete and accurate records and prepare reports from such records
  • Ability to coordinate a variety of information from several sources
  • Ability to make arithmetical computations and tabulations with speed and accuracy
  • Ability to make independent investigations of overruns, change orders, and take-offs in connection with the processing of contract estimates
  • Ability to read interpret engineering plans
  • Knowledge of the materials, methods and techniques of public works construction
  • Ability to make independent investigations of contract problems
  • Ability to accomplish work with a minimum of supervision on assigned tasks
  • Ability to interact with and understand the business practices within various WSSC Water sections
Minimum Education, Experience Requirements
  • High School diploma or equivalent
  • 3+ years of administrative experience
Additional Requirements
Proficient in use of MS Office applications.
Preferences
Experience in construction management, maintenance management and/or asset management software.
Salary $24.70 - $42.00
