Job Description

General Hybrid Work Statement:

This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority¿s telework policy.

Marketing Statement:

Metro is seeking self-motivated Human Factors Program Specialist to join the Safety Risk Management team. This position will develop, integrate and administer science and data-driven programs designed to reduce the risk of human factors -related incidents across the Authority within the context of fatigue. The incumbent will use novel science-based initiatives for the identification and management of performance related safety hazards. The incumbent will be a subject matter expert for the Authority and lead implementation of fatigue programming for controlling hazards and mitigating safety risks related to human factors and performance.

Minimum Qualifications

Education

  • Bachelor¿s degree in Safety Management, Engineering, Human Factors Psychology, or a related science field

Experience

  • Minimum five (5) years of experience in the development of safety programs and the implementation of scientific tools to support operational safety in high reliability operations; and scientific research analysis and data monitoring in a highly regulated industry, or a combination of both.

Certification/Licensure

  • N/A

Preferred

  • Master¿s degree in Safety Management, Engineering, Human Factors Psychology, or a related scientific field
  • One (1) year of experience with the implementation of biomathematical fatigue modeling

Proficiency in fatigue solutions, such as SAFTE-FAST, FAID or other similar programs

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

Summary

The Human Factors Program Specialist develops, integrates and administers science and data-driven programs designed to reduce the risk of human factors -related incidents within the Authority within the context of fatigue The incumbent's responsibilities also include the crafting, development and administration of novel science-based initiatives for the identification and management of performance-related safety hazards. The incumbent is a subject matter expert for the Authority, who leads the implementation of programs for controlling hazards and mitigating safety risks related to human factors and performance.

Essential Functions

  • Develops, manages and implements the department¿s policies, procedures and programs as they relate to fatigue management.
  • Serves as the point of contact for departments¿ implementation and compliance with the fatigue management program.
  • Performs data analyses and develops reports on the risk of fatigue based on a familiarity with relevant scientific literature. Develops and executes plans for addressing weaknesses and making improvements.
  • Develops fatigue metrics to proactively identify operational trends.
  • Ensures compliance with all applicable regulations, laws policies and corrective actions pertaining to fatigue risk management.
  • Communicates and interfaces with various departments within the Authority; on human factors related issues identified through reports, analysis, relevant literature, scientific data/modelling and industry standards.
  • Performs/Leads biomathematical fatigue modeling and analyses of various qualitative and quantitative data sets to guide corrective actions meant to reduce human factors related risk.
  • Develops/delivers relevant training and serves as an internal resource for initiatives meant to reduce human error and fatigue related trends.
  • Assists in the development and implementation of new programs to manage safety risks.
  • Develops and maintains arbitration package and serves as Agency subject matter expert, for fatigue related administrative process, hearings and/or external presentations.
  • Serves as Point of Contact for other compliance programs, as needed.
