Sr. Civil Rights Specialist Marketing Statement:
The Office of Equal Employment Opportunity (OEEO) is responsible for ensuring that Metro complies with all applicable laws that prohibit discrimination and retaliation. OEEO is responsible for the investigation and resolution of complaints of discrimination lodged by applicants, employees, and customers. OEEO routinely monitors employment practices such as hiring, promotion, training and discipline to identify any barriers to successful employment and the benefits and privileges related to such employment without regard to membership in a protected class. We are currently looking for a dynamic Equal Employment Opportunity Officer candidate who in addition to familiarity with good investigative practices, will also possess skills with data analysis and analytics. Preferably the successful candidate will love data, be passionate about using data in reviewing employment metrics to assist in analysis of trends, and identification of patterns and problems.

Job Summary
The Senior Civil Rights Specialist provides strategic professional, Equal Employment Opportunity guidance, highly technical policy support and project program management utilizing learned expertise skills while working within WMATA’s Equal Employment area. This is a senior Office of Equal Employment Opportunity (OEEO) staff position which addresses highly sensitive and confidential matters on a routine basis. The incumbent provides professional/strategic direction to the organization's senior managers and management team.
The Specialist, in partnership with the Employee Relation and HR management team members, provides counsel, coaching, training and project/program management in all areas of Human Resources and Equal Opportunity compliance, to ensure WMATA, the Human Resources (HR) Department and the OEEO objectives are met.

- A Bachelor’s degree in Business Administration, Public Administration, or a related field.
- Nine (9) years of experience working in a transit agency or similar large organization experience; with progressively responsible administrative, technical and analytical experience in EEO and civil rights, program planning and development, analysis, compliance, enforcement, and administration. Must include directly investigating discrimination complaints; and exercising effective judgment in the interpretation of EEO-related guidelines and regulations within a large organization. Also must have demonstrated success in dealing with various equal employment opportunity activities.

Essential Functions
- Partners with management within OEEO to develop, coordinate, implement, enforce, and monitor policies and procedures to provide WMATA with an aggressive program that eliminates discrimination as required by Federal, state, and local statutes. Also, provides management equal employment opportunity guidance using EEO principles and programs. Anticipates emerging negative trends on EEO issues and uses visionary concepts to define and address potential problems. Ensures compliance with Federal Transit Administration (FTA) EEO Circular requirements and provides Industry best practices, Federal Equal Employment Opportunity Commission (EEOC) Guidance, FTA Guidance.
- Teams with field management, upper-level management, and other departments in the resolution of complaints of discrimination and discriminatory harassment and related EEO concerns. Serves as the coordinator and primary contact for specific assigned responsibilities within the OEEO.
- Leads in the investigation of allegations of discrimination made by WMATA employees and applicants and counsels employees, supervisors, and managers regarding alleged acts of discrimination and discriminatory retaliation; makes determinations regarding the validity of complaints, works with employees, supervisors, and managers to resolve offending/violative behavior. Prepares reports/provides documentation of investigations to comply with EEO best practices and legal requirements. Works to achieve Department of Fair Practices (FAIR) goals and objectives. Ensures that activities are completed in conformity with case law precedents, EEOC Guidance, EEO best practices, and effective investigative procedures.
- Advises the Director regarding special concerns of managers, non-management employees, applicants, and others. Ensures that recurring special concerns are made an integral part of the WMATA EEO programs. Working with senior management, implements change that positively drives the business, and ensures compliance with Metro’s EEO Policies and practices. Leads exploratory activities into new Equal Opportunity related programs and practices. Identifies strategic need for innovative approaches and programs and gains senior management buy-in. Contributes to and designs activities related to new programs and develops strategic vision of the organization to enhance the overall operation of the organization. Performs trend analyses of complaints resolved, EEOC Guidance, and industry best practices and incorporates them into program enhancements.
- Develops and coordinates proactive office-wide and Authority-wide initiatives, projects and programs, including training, to positively impact EEO goals and objectives. Partners with management throughout WMATA in developing and promoting effective training programs for all levels of WMATA employees, from senior management through hourly workers. Utilizes appropriate adult learning/training principles, EEOC Guidance, National Training Institute (NTI), and other training resources.
- Provides telephone coverage and administrative support for OEEO activities, such as training, as needed
