Job Description

The Metro Access Financial Operations Manager will work in the Access Services Department and is responsible for regulatory and contractual compliance review and financial management support of the Washington Metropolitan Transit (WMATA) Metro Access paratransit operations.

The incumbent will lead a team of financial officers and is responsible for reviews, audits, and data analysis associated with the complex financial elements of the Metro Access paratransit service. In this forward-facing role, the preferred candidate will be engaged in accounting functions, contract compliance, vendor relations, and service safety assessments.

This position offers a rich benefit package to include health, dental, group life insurance, paid holidays, annual and sick leave, a 457 Deferred Compensation Plan and a 401a Plan, tuition reimbursement, flexible spending accounts, and free transportation on Metrobus and rail. The minimum annual starting salary for this role is $96,500. Those who are exceptionally qualified may receive a higher starting salary up to $173K.

This position requires the preferred hire to work a hybrid schedule, working in the office Monday-Friday at least 3 days a week.

Minimum Qualifications

Education

  • Bachelor's Degree in Accounting, Finance, Business Management, or a related field
    • In lieu of Bachelor’s degree, a high school diploma or GED and four (4) years relevant work experience in internal audit, compliance review, or financial management
Experience

  • Seven (7) years related professional experience to include three (3) years of internal audit, compliance review, or financial management experience

Job Summary

The MetroAccess Financial Operations Manager is responsible for compliance review and financial management of the Washington Metropolitan Transit (WMATA) MetroAccess paratransit operations. The incumbent leads a team of analysts and is responsible for reviews, audits, and analysis associated with the complex financial elements of the MetroAccess paratransit service. The incumbent is responsible for review of contract compliance, performance measurement, and vendor billing associated with the delivery of paratransit service within the approved operating budget. Additionally, the MetroAccess Financial Operations Manager ensures ongoing program compliance through continuing reviews of paratransit operations supporting reports and other documentation produced by contract operators. The incumbent will identify strategies to improve service quality, reliability, efficiency, and cost effectiveness. This position exercises considerable latitude for independent judgment and action within established guidelines.

Essential Functions

  • Manages the MetroAccess operating budget; recommends adjustments to contract obligations; and ensures budget adherence through proactive monitoring and forecasting of expenditures using an accrual accounting system.
  • Corresponds directly with contract management staff on compliance and financial issues and ensures accuracy of data through direct examination of records and cross-comparison with other reporting and analytical mechanisms. Informs Director-MetroAccess and Assistant General Manager, Department of Access Services (AGM-ACCS as necessary of discrepancies or instances of non-compliance with the operating contract.
  • Manages the full cycle of the contractor disbursement process, ensuring consistent due diligence and auditable review on all contractor payments, and provides primary management sign-off. Identifies, communicates, and ensures the correction of billing discrepancies with contractor.
  • Assists senior management in implementing and enforcing contract requirements and continuously evaluates the effectiveness of contract provisions. Recommends and provides technical assistance in drafting contract modifications as necessary.
  • Ensures adherence to acceptable accounting practices and Authority policies and procedures by contractor billing staff and facilitates review by PRMT or external parties as necessary.
  • Collaborates with ACCS Financial Officer to prepare reports on financial and operational performance for consumption by office director, AGM and other executives, the Board of Directors, advisory committees, and other external or regulatory stakeholders.
  • Collaborates with ACCS Financial Officer to produce corrective action plans for deficient financial performance and develops special budget submissions, reports, surveys, and other correspondence to support such plans.
  • Develops and maintains positive working relationships with internal customers to maximize operational support, credibility, and perceived responsiveness of the MACS office to its stakeholders.
  • Performs ongoing reviews and analyses of budget performance to evaluate the achievement of short and long-range, multi-year goals and objectives as articulated in the Access Services Business Plan. Provides recommendations as appropriate.
  • Develops and evaluates internal controls; monitors and manages reporting systems to ensure that they effectively flag discrepancies or deficiencies.
  • Applies audit sampling techniques, maintains tracking of audits, identifies and prioritizes areas of concern based on monitoring of discrepancy trends.
  • Provides early identification and notification of negative financial trends through weekly and periodic (weekly/monthly/quarterly) performance reports and statistical analysis.
  • Assesses MACS compliance with applicable federal regulations, (e.g., National Transit Database reporting requirements, and FTA Drug and Alcohol Testing Program Compliance Review).
  • Supervises staff with hiring and disciplinary responsibilities; assigns duties, directs work, and approves leave requests and timesheets. Ensures that appropriate training is provided.
  • Establishes clear goals and performance standards for employees against which they will be measured and conducts performance evaluations based on these standards.
  • Prepares and makes presentations to Senior Management and Board Committees as requested.
  • Conducts analysis and demand projections utilizing quantitative analysis methodologies and econometric models to include analysis support for vehicle usage and contracting methodologies.
  • Compiles and prepares necessary statistical, program, and financial data and technical reports.
