Minimum Qualifications Education
  • High School Diploma or General Equivalency Diploma (GED)
Experience
  • A minimum of five (5) years of supervisory and/or operations management programs experience that successfully demonstrates the accomplishment of significant program goals
  • Must have an above average work record, as it relates to attendance, discipline, and performance
Certification/Licensure
  • Must have a valid Driver’s License and the ability to maintain while in the job
  • RWP training, Level 2
  • Must have received certification as a Road and Terminal supervisor within six (6) months of start date in position.
  • Train Operator certification within six (6) months of start date in position
  • Station Manager certification within six (6) months of start date in position
Preferred
  • Bachelor’s degree in Business Administration, Transportation, Communications, or related field
  • Previous supervisory experience in service operations environment
  • Experience in a large-scale transportation environment
  • Previous supervisory experience with strong communication and organizational skills with successful demonstrated experience in operations preferred
  • Rail operations or related experience, that would include successfully demonstrated train operator or comparable experience that required the resolution of operational problems related to scheduled services, equipment failures and other service disruptions preferred

Job SummaryThe Rail Operations Supervisor is responsible for supervising rapid transit employees engaged in Trains, Stations and Yard operations; the safe and efficient operation of rail station services and facilities, rapid transit service; and the enforcement of Authority rules and regulations. Additional responsibilities include customer relations, troubleshooting of equipment failures, emergency response, and other special assignments. The incumbent is responsible for coordinating with the Rail Operations Control Center (ROCC) in maintaining normal train service and responding to those areas where service interruptions may occur, or such other locations deemed appropriate. Assignments may include mainline, terminal, or yard operations. Essential Functions
  • Monitoring, mentoring, correcting, and supervising a primary group of employees whose performance must be effectively monitored. Supervises Train Operators (to include test train and start up), Station Managers, Interlocking Operators and/or as required supervise Division/Depot Clerks and Station Supply Runners to ensure adherence to safety rules, policies, procedures, system schedule and appropriate conduct by rail operations staff.
  • Responds to all incidents, service disruptions, emergencies, or other unusual occurrences as directed by ROCC in additoion. Responds to and investigates customer comments, complaints, and concerns. Assumes the responsibility as the on-scene commander upon arrival, when so designated at an incident site and remains in charge until appropriately relieved.
  • Communicates and interprets Permanent and Temporary Orders, Personnel Directives, Notices and Bulletins with Train Operators, Station Managers, and Interlocking Operators. Assignments may include mainline, terminal, yard operations and Tower Operations in the absence of the Interlocking Operator. Operates trains when necessary.
  • Inspects, reports and follow-up on roadway, yard conditions, station platforms, fare vendor machines, rail vehicles, station kiosk and rail facilities for any operational discrepancies found or reported.
  • Maintains and monitors two-way radio communications with ROCC, Train Operators, Terminal Supervisors, Interlocking Operators and Station Managers.
  • Conducts interviews, counsels employees, and evaluates employee performance and any other related duties to include the completion of various reports and the recommendation of corrective actions to management. Conducts routine fitness for duty compliance checks.
  • Performs on-time dispatches of trains from terminals to meet schedule/headway requirements. Assists with cranking and clamping of switches due to operational need.
  • Assists, as necessary, Station Managers with emergency situations, customer flow, fare disputes, troubleshooting, customers who are elderly or have disabilities and any other condition which necessitates supervisory assistance.
