Job Description Summary:
The Institute for Racial, Ethnic and Socioeconomic Equity (EI) is an interdisciplinary research institute in the nation’s capital. Its mission is to create actionable knowledge, educate citizen leaders and become a trusted partner with policymakers at the local, federal and global level. EI will establish its expertise and acumen to advance social justice aimed at eradicating racial, ethnic and socioeconomic inequity through five essential activities:
  • Translate Interdisciplinary Research to Impactful Policy by partnering across multiple disciplines at GWU to translate research into impactful and measurable systems change.
  • Implement Actionable Research through collaborations with key agencies, and global partnerships that spread the uptake of equity-promoting knowledge, practice, policy and evaluation methods.
  • Advance Racial, Ethnic and Socioeconomic Equity in Marginalized Communities by forming authentic community partnerships, engaging in bi-directional knowledge transfer, and providing resources to further grassroots efforts to close place-based equity gaps.
  • Establish EI as a Source for Actionable Research through using our location in the nation’s capital to host thought-provoking conversations, presenting at conferences, producing a robust body of work in notable scholarly and field publications, as well as earning media in various outlets (TV, radio, print, etc.)
  • Train the Next Generation of Equity Scholars by teaching students across multiple disciplines the best practices of community-based participatory research and newest methods of evaluating policies and practice aimed at closing critical equity gaps across the globe.
  • Support GW Researchers by providing an infrastructure to support equity researchers in teaching, dissemination (publications and presentations), research methods and design, evaluation, and funding efforts to attract new dollars to support our research portfolio.
The Senior Policy Analyst, Equity Institute will report to the Director of the Institute. In this role the Senior Policy Analyst will provide strategic policy guidance and will coordinate government affairs that advances research, and systems change that advances the Institute’s mission and goals with federal, state and local government. The Equity Institute works with policy networks, researchers and community advocates across the globe and the Senior Policy Analyst will develop strategies and technical assistance to support researcher, policymakers and advocates to support our growing network. Work is generally performed in the Equity Institute office located on GWU’s Foggy Bottom campus. Work will likely involve travel and overnight stays at least 3-4 times a year.
Responsibilities
The Senior Policy Analyst will coordinate and organize Equity Institute’s policy research and advocacy portfolio. This individual will serve as a thought partner to the Equity Institute’s Director, develop and implement EI’s policy research and advocacy goals on national, state, and local levels. This position entails supporting EI’s policy initiatives by tracking legislation, providing timely and accurate analysis, managing partnerships, and cultivating key relationships with stakeholders and faculty at GWU. This role involves coordinating cross-team collaboration with GWU’s Global Food Institute, Sustainability Research Institute, Center for Community Resilience and others, and driving impactful policy outcomes aligned with the organization’s mission.
Other tasks that may support the Institute’s portfolio include:
Policy Research and Development
  • Works with researchers and other policy networks to develop policy briefs based on qualitative and quantitative research across multiple disciplines including but not limited to public health, education, law, justice and environmental science.
  • Develops technical assistance strategies in policy and advocacy activities for EI researchers, policymakers and associated network partners.
  • Manages student researchers.
Context Research & Analysis
  • Provides historical and contextual research to support policy briefs and communications tools.
  • Produces literature reviews and legislative scans to support policy agenda development.
  • Works closely with research teams to develop policy related research questions and synthesize research findings into implications for policy.
  • Tracks legislation and apprises EI leadership and research partners of pertinent legislative issues, external factors and policy opportunities that could impact the EI policy agenda.
Stakeholder Relations
  • Develops relationships with Congressional staffers and provides timely updates as needed.
  • Develops agendas for Congressional briefings, including partnerships and scheduling.
  • Meets with lawmakers, researchers and community stakeholders on a regular basis.
  • Develops collateral and briefing documents for meetings with lawmakers.
Communications
  • Oversees development of presentation materials (including PowerPoint and Canva) for stakeholder meetings, coordinating production with EI communications team.
  • Develops talking points for EI leadership and key stakeholders. o Leads program and special event development with EI communications team.
  • Develops advocacy training sessions for network of policymakers, researchers and community partners.

Minimum Qualifications:
Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience. Degree must be conferred by the start date of the position.

  • Master’s Degree (public policy, public administration, public health policy, law studies preferred.)
  • Two years’ experience in a related discipline to include two years of research and/or public policy administration.
  • At least one year of experience overseeing a project with team members or supervising a junior associate
  • Demonstrated ability to communicate clearly with a wide variety of audiences through strong written and verbal communication
  • Strong research and analytical skills, including drafting and analyzing legislative language
  • Strong organizational skills to handle multiple overlapping projects
  • Demonstrated ability to adapt and pivot quickly
  • Demonstrated equity thinker and leader: Possesses strong equity and economic justice approach to the work and will prioritize this approach in crafting policy solutions and decision-making.
  • Thoughtful team leader: Leads with care and knows how to guide, coach, mentor, and co-create team and individual work plans to align with the organization’s strategic plan
