New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

  • Attract the private sector capital investment needed to expand New York’s clean energy economy.
  • Overcome barriers to using clean energy at a large-scale in New York.
  • Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

Job Overview

As part of the Policy Development Team within the Policy & Analysis Department, the Project Manager or Senior Project Manager will play an integral role in developing, performing, and managing research and analysis on policy issues to help inform New York State energy policy and planning in support of the State’s climate goals. This team member will have specific responsibility for policy development related to New York’s clean energy workforce as the State seeks to support a just transition to a clean energy economy that is diverse and inclusive, and they will serve as a subject matter expert in this area.

NYSERDA seeks a creative, self-motivated, and knowledgeable individual with strong analytic and communication skills. The successful individual will demonstrate knowledge of policies and programs that strengthen New York’s clean energy workforce and enable a just transition, have project management experience, and be enthusiastic about collaborating with multiple NYSERDA teams as well as other State agencies, utilities, labor groups, and other stakeholders. A Senior Project Manager will bring and leverage special knowledge of New York’s clean energy workforce, while a Project Manager may develop this knowledge on the job.

Primary Responsibilities

  • Serve as a recognized subject matter expert on New York’s existing and emerging workforce in sectors that are central to the clean energy transition – including electricity/energy, buildings, industry, and transportation. Support policymaking and analyses intended to build these workforces, identify training needs and gaps, and create opportunities in clean energy for disadvantaged communities and other priority populations. Support NYSERDA teams in developing NYSERDA’s institutional capacity and knowledge in these areas. A Senior Project Manager additionally will be responsible for proposing and advancing new directions for policy analysis and policy development in these areas.
  • Identify and evaluate risks for displacement to existing workforce populations and contribute to policies that support workers in transition, with particular attention to supporting populations with barriers to employment.
  • Lead development of the New York State Clean Energy Industry Report, a statewide census of clean energy jobs and workforce assessment, as well as manage the publication and stakeholder engagement for this annual report.
  • Participate in teams from NYSERDA, other State agencies, and/or external contractors to advance analytic projects and produce policy and planning reports and roadmaps. The development of major external reports typically includes conducting and managing market and policy research; analyzing and synthesizing data from government, academic, and policy sources; developing and analyzing policy options; soliciting and incorporating stakeholder input; and drafting reports and outreach materials.
  • Develop policy briefings, memos, and internal resources on policy issues, in particular on workforce supply and demand, workforce training, just transition, diversity and equity, and labor policy issues.
  • Monitor and contribute to State regulatory policy and legislation – in coordination with policy development at the federal level, by local governments, and other state governments – including analysis of workforce implications, benefits, and costs of proposed policies.
  • Support the State Energy Plan, Climate Action Council, and similar processes, providing analytic, policy development, project management, and logistical support and collaborating with other subject-matter experts and stakeholders.
  • Collaborate with internal, interagency, and external stakeholders, including labor unions and industry trade groups, on issues related to energy and climate policy, market barriers and market creation, and the regulatory environment. Develop and maintain professional relationships with such stakeholders. Represent NYSERDA at relevant meetings and events.
  • Provide policy insights and formative advice to shape effective NYSERDA programs.
  • Manage external contractor teams engaged in analysis on behalf of NYSERDA, overseeing the work of contractors including writing statements of work, issuing contracts, managing workplans, evaluating work products, budgeting, and invoicing.
  • Contribute to a team culture of openness and collaboration.
  • Perform other responsibilities as assigned.

Minimum Qualifications

  • For Project Manager: A bachelor's degree and 5 years of experience in relevant fields (Salary range $73,836-$123,761 annually)
  • For Senior Project Manager: A bachelor's degree and 7 years of experience in relevant fields. (Salary range $108,665-$137,319 annually)
  • Subject matter expertise consistent with the primary responsibilities of this position.
  • Strong skills in critical thinking, quantitative and qualitative research, policy analysis, technical writing, and verbal communication.
  • Project management skills (e.g., developing and managing workplans and budgets, overseeing work products) and time management, organizational, and planning skills to successfully handle multiple projects simultaneously, meeting deadlines with accuracy and good judgment.
  • Ability to work both independently and cross-functionally with other teams, as a team leader and active team member.
  • Ability to navigate sensitive projects with diplomacy and discretion.
  • Ability to collaborate and communicate effectively with a wide range of stakeholders, holding sometimes conflicting perspectives, to seek input and identify common objectives.
  • Demonstrated problem-solving ability, curiosity, resourcefulness, adaptability, and ability to learn and apply new information and tools.

Preferred Qualifications

  • For Project Manager: A Master’s degree in policy, public or business administration, labor relations, urban planning, environmental science or engineering, or related field and 4 years of experience.
  • For Senior Project Manager: A Master’s degree in policy, public or business administration, labor relations, urban planning, environmental science or engineering, or related field and 6 years of experience.
  • Familiarity with New York’s Climate Act and workforce implications.
  • Existing professional relationships with labor and industry trade groups and/or relevant national or state agencies or authorities.
