Duties Description The incumbent will support the Federal Fiscal unit section within Administration and Finance. The duties may include, but not be limited to:
• Demonstrate proficiency with Microsoft Office Suite to include MS Word, Excel and Outlook.
• Perform detailed review of a variety of vouchers in support of our Grant Unit to ensure voucher submissions are complete and correct.
• Utilize multiple database systems to verify accuracy of contract terms, budgets, etc during voucher review.
• Interact with contract/program reps to resolve any issues with vouchers.
• Maintain accurate voucher records and record status.
• Analyze and track expenditures and payments of Federal and State funds to generate reports for use by Federal agencies (Federal Emergency Management Agency, Office of Inspector General), State agencies (Division of Budget, Office of State Comptroller) and agency personnel.
• Process contracts and amendments thru Attorney General Office and Office of State Comptroller.
• Work with the Grants Unit to resolve any issues with contracts and amendments.
• Review monthly cash draw package for accuracy and completeness.
• Supervise staff and perform full range of supervisory tasks.
• Process dis-encumbrances in Oracle and Statewide Financial System when necessary.
• Process purchase orders for select State funded contracts.
• Maintain a strong system of internal controls.
• Assist with annual internal control testing.
• Assist with special projects or reports as requested.
• Maintain and update agency procedures.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS or 55b/c, candidates must meet the open-competitive minimum qualifications for this position.
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.
**Accountant level requirements:
• Accountant Trainee 1 (equated to SG-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
• Accountant Trainee 2 (equated to SG-16): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience.
• Senior Accountant, SG-18: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience
OR
a currently valid Certified Public Accountant license and registration issued by New York State.
Required professional experience: Experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution: A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
**Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Senior Accountant, SG-18.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Senior Accountant and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 13 or above and eligible for transfer under Section 70.1, 70.4, of the Civil Service Law.
If approved for transfer appointment, you must also meet the special requirement(s):
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
Work schedule may vary based on operational need.
