Duties Description The Public Health Specialist (PHS) 1 will provide support to the region with oversight of Local Health Department (LHD) annual program commitments and quarterly reporting of accomplishments. The incumbent will monitor LHD’s progress towards achievement of performance measure goals and annual Bureau of Community Environmental Health and Food Protection (BCEHFP)/program priorities/objectives. The PHS will identify program areas with significant deficiencies requiring LHD attention. They will also monitor and review LHD’s Environmental Health Information and Permitting System (EHIPS) and Web Focus data entries to evaluate if reporting requirements are being met.
The PHS 1 will participate on joint inspections with LHD staff, conduct inspections of permitted facilities within regional jurisdiction, and oversee periodic evaluations of LHD program delivery and implementation, as established by the BCEHFP and with guidance from the Department of Environmental Health Protection (DEHP). They will serve as a point of contact for the LHD’s, the BCEHFP, and the DEHP on programmatic issues, accomplishments, initiatives, priorities, and identify/ communicate opportunities for LHD participation on focus groups.
The PHS 1 will communicate to the LHD’s on annual and quarterly program goals, objectives, program initiatives, training schedules, and new opportunities. They will work with LHD’s to determine training and resource needs to the DEHP and BCEHFP. The incumbent will review environmental health data using the EHIPS, Leadweb, and Web Focus reports for accuracy and completeness. The PHS 1 will report findings with the LHD’s environmental health director, and staff will note these changes to the BCEHFP and DEHP. The incumbent will coordinate resolutions of EHIPS and Web Focus data reporting issues between LHD and BCEHFP, participate in train-the-trainer sessions, and attend relevant program training by the Department and US Food and Drug Administration (FDA).
Minimum Qualifications NY HELPS Minimum Qualifications:
A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.
Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1, Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Public Health Specialist 1, Grade 18 or Trainee.
Preferred Qualifications: The preferred candidate will have experience with Environmental Health (EH) program activities such as inspections of permitted facilities, foodborne illness outbreaks, drowning investigations, childhood lead activities, Statewide Financial Services (SFS), Leave & Accrual Tracking System (LATS), the Environmental Health and Information Permitting System (eHIPS), Health Commerce System (HCS), Web Focus, and Environmental Health Manual (EHM) Items.
The incumbent will demonstrate the ability to effectively communicate via verbal, written, and through presentation means. They will possess strong interpersonal skills, sound technical decision-making, strong writing/editing skills, and will effectively prioritize and manage multiple projects effectively. The preferred candidate will be detail oriented and possess effective time management skills. They will also be well versed in the State Sanitary Code, laws, regulations, and established public health standards. Supervisory experience would be encouraged.
Additional Comments Travel throughout several counties to areas not served by public transportation is required (30%).
