Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an Information Technology Specialist IV, SG-25, within the New York State Office of Information Technology Services (ITS), Dedicated Support division, Higher Education Services Corporation (HESC) bureau, Higher Education Services Corporation section in Albany, the Business Systems Analyst 2, SG-23, will be responsible for business analyst and testing activities such as requirements gathering, analysis, program documentation and testing of agency application systems. Illustrative duties include, but are not limited to, the following:
• Participate in entire secure system development lifecycle (SSDLC): work with product owners and subject matter experts to gather system requirements, document user stories and business rules, and use system documentation as the basis to develop a test plans and test cases for the assigned tasks.
• Incorporate HP ALM into system development life cycle for requirements, user stories, test cases, testing automation, and incidents.
• Develop product expertise to understand the business needs of the user.
• Identify and communicate technical issues and information effectively, both verbally and in writing, with functional and technical staff to gather technical requirements.
• Create and present technical proposals for opportunities to provide technical solutions to dedicated agency.
• Document user stories and business requirements to develop front-end applications and back-end processes that meet agency priorities.
• Create detailed functional design documents for system implementations, integrations, and enhancements.
• Create test plan and perform all necessary testing specified including: functional, business cycle, integration, accessibility, regression, sanity, performance.
• Create and manipulate data files and database records for use in testing.
• Write queries against database records to verify testing results.
• Ensure quality assurance and testing standards and guidelines are used for all phases of secure software development lifecycle and makes recommendations for changes.
• Conduct test reviews with product owners and subject matter experts to ensure all requirements are met and document acceptance of deliverables and results.
• Act as liaison between the end-user and development staff.
• Verify agency user acceptance testing prior to production deployment to ensure that the system meets the needs of the business user.
• Communicate clearly, both verbally and in writing, with HESC and ITS team members.
• Be available during production deployments to ensure that the system is operating correctly, and to provide any assistance required to the end-user.
• Monitor workloads, prioritize and assign tasks, assist to maintain a flow of productivity.
• Perform any additional duties as assigned by supervisor.
• Perform all supervisory responsibilities as applicable.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 2, G-23, OR in a position at the G-21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

NYHELPs Minimum Qualifications:

A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
**An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Business Systems Analyst 1.

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
