Duties Description The New York State Education Department (NYSED) is seeking candidates for an Information Technology Specialist 3 position in the Office of Information Technology Services (ITS). The incumbent of this position will support all program areas associated with Office of Cultural Education (OCE) under the direction of an Information Technology Specialist 4. The OCE is comprised of the State Library, State Museum, State Archives, the Office of Educational Television & Public Broadcasting, and the Summer School for the Arts. Duties of this position include, but are not limited to, the following:
• Designs and implements the architecture and infrastructure of enterprise systems under general direction from higher level IT staff.
• Maintains thorough understanding of the environment to ensure adherence to standards and utilizes accepted practices for enterprise design.
• Oversee support for all program areas of OCE local and remote;
• Create/Respond to work orders via the Jira system and provide updated inventory data;
• Direct staff to perform add/change/delete work order requests for software, equipment, new employees, transfers and staff moves, including identifying and copying user data from old to new computer;
• Oversee delivery of new equipment and collection of old equipment to be reassigned or recycled;
• Install and configure software and other upgrades according to NYSED standards from NYSED servers and supplied images;
• Reviews current and proposed architectures to meet acceptable enterprise system practices.
• Makes recommendations for infrastructure improvements and deploys and maintains systems in accordance with established guidelines.
• Act as the project lead for technical projects, including managing schedules and budgets;
• Coordinate activities with other technology units and business partners through clear, accurate and timely communication;
• Identify and purchase hardware and software to support the departments program areas;
• Maintain positive relations with customers with a strong customer service focus. Ensure problem resolution is accurate, effective and timely, meeting the Department and customer’s needs; and
• Provide guidance, direction and supervision of IT subordinate staff and assist staff with professional development of technical and non-technical skill sets.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:
Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
SUBSTITUTION: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; OR a bachelor's or higher-level degree in any field and three years of experience; OR an associate degree with 15 semester credit hours in a computer science field and four years of experience.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2 (Programming) or Information Technology Specialist 2.
SPECIALIZED REQUIREMENTS:
Candidates must also possess:
1) An associate degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering.
2) OR
• More than 2 to 5 years of experience in Microsoft Office 365 Suite (Forms, Planner, Sharepoint Admin, Teams) AND
• More than 2 to 5 years of experience in PowerShell AND
• 1 to 2 years of experience in MS 365 AND
• More than 2 to 5 years of experience in Microsoft O365 System Management Tools
3) OR
• More than 2 to 5 years of experience in MS Active Directory AND
• More than 2 to 5 years of experience in Microsoft Azure Active Directory
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations), or Mapping Technologist 3.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:
1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

Or 4. five years of experience in computer related areas as described in #1 above.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment, or a contingent permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of Coursework and experience will be required at the time of interview for all candidates. This position will require 40% in-state travel This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
