Duties Description The Office of Financial Management, Bureau of Strategic Financial Direction is recruiting to fill a Senior Budget Analyst/Budget Analyst Trainee position.

Specific duties include, but are not limited to, the following:

• Act as Strategic Financial Direction point-of-contact for a portfolio of OMH programs operating within a hospital-based environment, including inpatient services, clinic services, and rehabilitation services.

• Analyze hospital provider Institutional Cost Reports (ICR) and evaluate financial viability for OMH licensed programs, providing revenue management support and other policy guidance.

• Review Medicaid Managed Care Rates and analyze payer contracting relationships with individual hospitals/hospital systems

• Create industry benchmarks for best revenue cycle mgmt. practices

• Complete ad-hoc assignments and analyses as necessary and translate that technical data and fiscal information to senior agency staff in a user-friendly manner.

• Collect and analyze data on behavioral health policy issues and regulatory and financial practices to compare new and innovative approaches to transforming and improving the operations and outcomes of behavioral health programs.

• Assist in the implementation of activities to redesign program reimbursement structures and methodologies in accordance with OMH strategic initiatives, State Budget appropriations and similar with the goal of solidifying provider fiscal health while allowing the service system to adjust to changing recipient demographics and acuity.

• Continue to develop professional knowledge through actions such as learning procedural programming logic (e.g. - SQL, PL/SQL), and learn to perform data analysis on very large databases using Business Intelligence, Data Retrieval, and Data Analysis tools (e.g. - Hyperion, Business Objects, Cognos, OBIEE, TOAD, SQL Developer, Excel, MS Access).

• Learn new computer skills and data-access languages as OMH’s data-environment evolves.

Minimum Qualifications Non-Competitive Appointment:
A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Transfer:
In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

55b/c:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND meet the Non-Competitive HELPS minimum qualifications above. Additional Comments The salary listed applies to candidates appointed to Senior Budgeting Analyst, SG-18. The salary for candidates appointed to Budgeting Analyst Trainee 1 starts at $53,764 and, for current New York State employees, is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
