Duties Description The Criminal Justice Program Specialist 1, SG-18, (CJPS 1) will report to an Associate Training Tech (Police,) SG-23, program manager of the Regulatory and Compliance Unit. The Office of Public Safety has statutory responsibilities for ensuring compliance with multiple facets of recently enacted Professional Policing legislation, including tracking minimum training requirements, certifications and de-certification proceedings. Additionally, the position will ensure agency compliance with Executive Law §845 (Peace/Police Registry). The CJPS 1 will assist the Associate Training Technician (Police) with performance of compliance monitoring activities, documenting and responding to complaints or reports of non-compliance and perform outreach efforts to remedy instances of non-compliance. Duties include:

• Provides regulatory compliance analysis and outreach regarding Office of Public Safety program areas to bureau staff, partner and/or constituent agencies. The incumbent will perform analysis and run reports on a regular basis to ensure compliance with reporting requirements of peace officer and police officer decertification.
• Reviews registry submissions regarding officer appointments and/or removals to ensure regulatory compliance and conformance with new legislation and existing standards;
• Assists supervisor with the implementation of new rules, regulations and requirements and statewide implementation efforts. Any changes in statute or rules and regulations have a direct impact on program operations, policies and procedures. The incumbent will aid the supervisor in drafting new policies and procedures, updating reference documents to customer agencies and performing outreach efforts to ensure that customer agencies are advised of and assisted with any necessary changes.
• Produces and formats database reports from the Acadis records and learning management system in support of regulatory compliance activities.
• Drafts, compiles and coordinates information pertinent to regulatory compliance activities including but not limited to; logging and tracking all communications, drafting of related memos and compliance activity timelines, compilation and analysis of applicable rules, regulations and training records.
• Drafts memoranda on analysis and best practices pertaining to criminal justice matters. Memoranda may include but not be limited to guidance and/or analysis on police/peace officer decertification occurrences, timelines and other investigatory documents related to instances of reported non-compliance with applicable program rules and regulations.
• Responds to Freedom of Information Law requests by drafting memoranda, compiling data and communicating and coordinating with the Office of Legal Services.
• Maintains the Central State Registry of Police Officers and Peace Officers to include processing entry forms, approval of Acadis portal updates submitted by law enforcement agencies, and review of Annual Validation submissions.

Approximately 10% travel is required.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Criminal Justice Program Specialist Trainee 1, NS: You must have a bachelor's degree* in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


COMPETITIVE MINIMUM QUALIFICATIONS:

Criminal Justice Program Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Criminal Justice Program Specialist Trainee 1, NS: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field AND a passing score on a current or previous PCO or PATT exam.
