Duties Description NYS OASAS (OASAS) is seeking a full-time qualified candidate to fill the position of Addictions Program Specialist 2. Functioning as a Project Manager, the Addictions Program Specialist 2 will assist the Division of Quality Assurance and Performance Improvement in its administration of the Impaired Driving Services that are under the authority of NYS OASAS.
Responsibilities include, but are not limited to:
• Manage and oversee the OASAS’ Impaired Driving Services (IDS) Online Reporting System and database of Providers approved to offer impaired driving services.
o Supervise one current IDS staff to implement IDS processes and leverage unit and bureau administrative staff assist with IDS services.
o Process, evaluate and make final determinations regarding OASAS’ approval to provide impaired driving services related to screening, assessment, diagnosis and treatment in NYS.
• Manage the Impaired Driving Services (IDS) Complaint and Quality Assurance Processes and Outcome Measurements
o Develop and administer impaired driver OASAS’ complaint process to make final determinations regarding actions taken against providers of impaired driving services.
o Coordinate with OASAS Trainers to ensure there is adequate initial and continuing education training for approved impaired driving service providers.
• Day to Day Operations
o Provide clinical case consultation and technical assistance to OASAS approved Providers of Clinical Screening and Assessment of the Impaired Driving Offender and respond to email and telephone inquiries related to the project.
o Liaise with the NYS Department of Motor Vehicles Impaired Driver Programs and Driver Improvement Units.
o Attend conferences or meetings with external stakeholders and coordinate where appropriate.
o Coordinate and oversee all filing and recordkeeping pertaining to the project.
o Coordinate meetings with internal and external stakeholders of the project.
Routine travel is required (approximately 10%), occasionally to areas not served by public transportation.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders. ~OR~
A master's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
