Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Plant Superintendent will be responsible for the physical plant management of campus and community properties owned/operated by New York State. In addition, this position is responsible for planning and supervision of maintenance operations, construction, and renovation projects within the Region. The Plant Superintendent will report to the Supervisor Plant Operations and Maintenance.
Typical duties include:
• Oversees implementation of policies and procedures related to physical plant operations and maintenance.
• Inspects renovations, new construction, and maintenance repairs ensuring compliance with applicable codes and Agency regulations.
• Develops an annual capital budget plan incorporating renovation, utility replacements, handicap accessibility upgrades, and fire safety improvements to meet the operational program needs.
• Works directly with architects and engineers on the development of infrastructure upgrades and modifications.
• Works directly with Fire Safety Representatives, Safety and Security Officers, Capital Services, and Emergency Management Coordinator to ensure occupancy standards, applicable codes, and Agency regulations are not compromised.
• Supervise renovation and construction work performed by in-house and outside contractors. Verify workmanship related to compliance with industry standards while adhering to contract documents and specifications through plan review and site inspections.
• Direct supervision of maintenance staffing and management of workload via computerized work order program. Develop and maintain manpower reports, preventative maintenance schedules, backlog management, and an environmental compliance platform.
• Ensures maintenance staff development by providing training which focuses on health and safety, occupational hazards, as well as, enhancing skills sets necessary for career advancement.
• Requires daily travel within the district. Will also require some travel within NY State for training and to assist other districts with special projects.
PREFERRED QUALIFICATIONS:
• Obtain NYS Uniform Building Code certification within one year of appointment.
• Working knowledge of Microsoft Word, Excel, and other related computerized programs.
• Working knowledge of the principles of supervision.
• Working knowledge of applicable agency standards and of appropriate building and construction code regulations.
• Working knowledge of safety policies as they relate to occupational hazards.
• Ability to train and supervise others.
• Knowledge of the proper use of tools, machinery, and equipment utilized in building trades.
• Ability to read and interpret plans, diagrams, architectural blueprints, and specifications.
• Candidate will be required to obtain asbestos supervisor license.
• Valid NYS Driver’s License.

Minimum Qualifications MINIMUM QUALIFICATIONS:
COMPETITIVE:
Currently serving as a Plant Superintendent A;
OR
Currently reachable on the civil service list for Plant Superintendent A;
OR
Eligible for a 52.6 or 70.1 transfer by way of one year of current permanent status in a title deemed comparable to Plant Superintendent A by the Department of Civil Service (must also be within 2 salary grades of grade M-1 (G-25));
NON-COMPETITIVE PROMOTION:
Eligible for Non-Competitive Promotion (NCP) candidates must be in the Office for People with Developmental Disabilities promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Plant Superintendent B OR Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, Maintenance Supervisor 4, Energy Conservation Technical Specialist, Plant Superintendent C, Plant Utilities Engineer 3, Plant Utilities Engineer 4, Public Buildings Manager 3, Senior Building Maintenance Assistant, or Supervisor General Services Plant Utilities 1.
If three or fewer qualified Developmental Disabilities Capital District DDSO respond to this posting, Civil Service may approve the permanent appointment of one of the above qualified titles without further examination. Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
OPEN-COMPETITVE (NYS-HELPS):
Eight years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Additional Comments ADDITIONAL COMMENTS:
• This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
• At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• Family and household member relationships: OPWDD policy may impact eligibility for this position.
