Duties Description The Health Program Administrator (HPA) will work within the Bureau of Administration, Division of Family Health (DFH). The incumbent will work with the unit supervisor by contributing to contract management duties for both Department of Health (DOH) and Health Research, Inc. (HRI) administered federal grants. Responsibilities include but are not limited to supporting subcontractors and program staff in preparation and review of various fiscal transactions; contribute to the development of subcontract award packages; provide technical assistance to grantees, program staff; initiate grant purchases on behalf of program staff, monitoring travel transaction activities for program staff and other appropriate related duties.

Minimum Qualifications NY HELPS: Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: Knowledge of the Health Research, Inc. and State grants contract management, purchasing, and travel policies and procedures; experience providing technical assistance to grantees; excellent written and verbal communication skills; excellent organizational skills with the ability to work on multiple assignments; and proficiency in the use of Microsoft Excel.

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.
