Duties Description Under the direction of a Manager Information Technology Services 2, SG-29, within the Dedicated Support, Worker’s Compensation Board (WCB) team, the Solution Architect 2 (Project Coordinator), SG-NS, will lead the program development team(s) and will provide solution architecture leadership on the development and implementation of the WCB Legacy Renewal Program and Application Modernization.
Specific duties include, but are not limited to:
- Work with project management to meet objectives of OnBoard project.
- Construct technical stories for development.
- Lead development team(s).
- Guide design meetings and reviews.
- Work with NYS ITS to determine what shared services are appropriate for the project.
- Create/architect shared services that may be utilized by other agencies when appropriate.
- Design/build the technical environment that will be used to implement the project.
- Lead code reviews.
- Enforce architectural, design, and coding standards.
- Craft technical deliverables and specifications.
- Participate in Scrum events such as backlog grooming, sprint planning, sprint reviews, triage meetings & project status meetings.
- Communicate quality status, risks, and recommendations to stakeholders.
- Work closely with cross-functional teams, including ITS Enterprise, business analysts, and business stakeholders.
- Enforce the program’s Software Development Lifecycle (SDLC)
- Continuously research emerging technologies and propose changes to the existing architecture.
- Perform the full range of supervisory duties.
Minimum Qualifications • Nine (9) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software engineering, IT solution project management, IT solution architecture, network administration or other IT solution-related specialty and its application within largescale organizations.
- At least five (5) years of which must be specialized experience in IT solution architecture, design, software development, or project management, and
- including two (2) years of supervisory-level experience in IT solution architecture, design, software development, project management, or a related technical field.
Education/Experience Substitutions
Earned college degrees in computer science, software engineering, IT or a related field of study may substitute for the specified years of broad IT experience as follows:
- Bachelor’s degree substitutes for 4 years of experience.
- Master’s degree substitutes for an additional 1 year of experience.
- Doctoral degree substitutes for an additional 2 years of experience.
• Preference for candidates holding relevant IT solution management-industry certification, such as Certified Information Systems Security Professional - Architecture (CISSP), Professional Cloud Solutions Architect Certification, SCRUM Master, The Open Group Architectural Framework (TOGAF), and Virtualization Council Master Infrastructure Architect Certification.
• Knowledgeable about all phases of the software development life cycle and solution delivery for web, client-server, and cloud-based systems.
• Good knowledge of modern software engineering principles and best practices.
• Project management and leadership skills.
• Experience developing IT and cloud infrastructure.
• Good understanding of best practices regarding IT system security measures.
• Advanced understanding of business analysis techniques and processes.
• Extensive knowledge and experience working with various operating systems and databases.
• In-depth understanding of one or more coding languages.
• Knowledge of security, compliance, and regulatory requirements relevant to IT solution design.
• Strong communication skills, demonstrating the ability to effectively facilitate the contribution of both agency stakeholders and IT specialists, allowing both parties to equally contribute to overall objectives. Experience must include:
- Communicating with C-level managers and other stakeholders to better understand agency business problems and requirements.
- Communicating business requirements to technical teams.
- Clearly articulating the current limitations and capacities of IT infrastructure to managers.
• Ability to multitask, managing multiple projects simultaneously, and prioritizing workload.
• Strong problem-solving skills with the ability to troubleshoot multiple complex IT systems
issues, identify the source of problems in a timely manner, and conceive effective solutions.
• Strong critical thinking skills and business-orientation.
- Ability to align business needs with technical specifications.
- Clearly recognizes agencies’ objectives and leverages personal IT expertise, minimizing expenditures and maximizing operational revenues.
