Duties Description This position will be located in the Office of Design, Design Mapping and Automation Bureau.
Duties may include, but are not limited to, the following:
• Serve as the Engineering Division’s expert in Survey and ROW Mapping and participate in meetings with other groups and Executive Management;
• Supervise and oversee the Land Surveying & CORS Support Unit;
• Possess and disseminate historical knowledge of highway width doctrines, laws, edicts, and procedures regarding highways since their inception;
• Exercise independent professional judgement as a Department expert on complex highway or state boundary determinations;
• Provide assistance, professional guidance, and technical direction to immediate staff as well as regional Survey/ Right of Way Mapping groups on policies, procedures, and major projects;
• Develop and document Land Surveying and ROW mapping standards and procedures;
• Develop specifications for the procurement of surveying hardware and software;
• Develop and coordinate training programs for Regional ROW Mapping and Survey Groups;
• May be responsible for completing surveys and ROW mapping on Department projects;
• Assist the Department’s Contract Management Group in the Term Agreement for Surveying Services (TASS) contracting process;
• Assist the Department’s Engineering Technology Unit in developing survey workflows using the latest CADD software; and
• Assist the Attorney General’s office in cases related to survey or ROW boundaries. Testify as an expert or fact witness if called upon by the State of New York.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position.
The qualifications are:
Promotional: You must have a New York State Land Surveyor’s License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor.
Open Competitive: You must have a New York State Land Surveyor’s License and current registration.
Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments The starting salary for this position is $95,639. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000 specific to this title and location.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The starting salary for this position is $95,639-$113,535, depending on the location of the position. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000, or $100,035 with an additional geographic pay differential up to $13,500.
