Duties Description Under the direction of a Manager Information Technology Specialist 1, SG-27, within the Digital Transformation Office/Strategy and Enterprise Architecture/Architecture and Design section, the Technical Writer 2, SG-23 duties include, but are not limited to, the following:


• Write and edit technical documents such as user manuals, product guides, reference materials, and online help content.
• Edit functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents.
• Create tutorials and procedural documentation to assist end-users in navigating applications or systems
• Work closely with Subject Matter Experts [SME’s] to develop content storyboards and content for systems/applications and products with an identified portfolio for product management. Work closely with internal teams, such as developers, quality engineers, and product managers, to meet documentation requirements.
• Build engaging and interactive product course content to promote pre-sales engagement in a product portfolio that includes systems & services related to information technology and business services
• Build and develop multimedia content including graphics/logos, audio and video to promote learning for pre-sales and organization change management
• Build, Design and Review content on content management platforms such as Microsoft SharePoint, Adobe and other identified platforms with the capability to self-learn and manage new skills/technologies identified within the Digital Transformation Office.
• Act a technical learning liaison for the Digital Transformation Office’s suite of products and services including building interactive learning content and provide train the trainer capabilities.
• Conduct training if needed as part of pre-sales engagement for prospective customers of the Digital Transformation Office.
• Provide the capability to translate complex technical concepts into easy-to-understand language for diverse audiences
• Review written materials for clarity, accuracy, grammar, and adherence to style guidelines
• Build content using visuals like diagrams, charts, or infographics to enhance understanding.

Minimum Qualifications This title is part of the New York HELPS program and applicants must meet the following minimum qualifications to be considered for this position:

Minimum Qualifications Required:
Nine years of professional experience in technical writing that entails the below:
writing technical procedures or guidelines;
writing technical requirements;
writing technical manuals;
writing technical user, training, or reference manuals;
writing technical release notes for Information Technology (IT) purposes;
writing formal technical test plans and scripts for IT purposes;

OR a combination of the above types of technical writing.

*an associate degree in a related field can substitute for two years of specialized
experience; a bachelor’s degree in a related field can substitute for four years of
experience; a master’s degree in a related field can substitute for five years of
experience; and a doctorate in a related field can substitute for six years of
experience.

Additional Comments For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
