Duties Description Project Management

• Perform project management activities for small or medium scope projects, from origination through closeout following industry best practices.
• Use pre-existing project management plans and documents to coordinate and support the activities of a project. Develop work products based on the project sizing guidelines.
• Participate in reviewing project proposals or plans to define scope statements, determine project start and end dates, establish critical milestones within the project schedule, record quality metrics concerning the project and product performance, and compile project reports.
• Implement all aspects of the project including scope, cost, quality, vendor management, human resources, communications, organizational change management, training, contingency planning, development, and integration.
• Perform risk planning and analysis. Develop and implement formal risk mitigation plans.
• Identify and resolve issues with project team and escalate appropriately.
• Initiate, record, assess, approve, and resolve project changes in a controlled manner.
• Provide regular status reports, highlighting accomplishments, plans, risks, and issues to project team members and senior management.
• Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met, and lead or facilitate project meetings.
• Assist a higher-level project manager or program area manager on more complex projects.

Training

• Advise and assist OSC staff to develop project management skills through individual interaction.
• Assist in developing materials for training, including, but not limited to Project Management (PM) 101, Everyday PM, Project Management Training Series (PMTS) classes, and other project management classes, as needed.
• Assist in designing, developing, and/or refining templates to support project management at OSC.

Advance OSC’s Project Management Maturity

• Archive critical artifacts to provide a source of historical information for future projects.
• Maintain best practice and lessons learned for each project.
• Assist with documenting CIO Portfolio status in ServiceNow.
• Contribute to the Project Management Center of Excellence and Project Management Community of Practice by sharing best practices.

Participate in Marketing Activities to Promote PgMO Services

• Support marketing group activities.
• Assist in developing marketing ideas and materials to increase OSC awareness about the Program Management Office (PgMO).
• Assist in organizing, planning, and participation in PgMO services as needed (such as working on testimonials for PgMO and other marketing related tasks).

For appointment to the Project Manager Trainee 1, you must have:
• A bachelor’s degree
For appointment to the Project Manager Trainee 2, you must have:
All requirements for appointment to Project Manager Trainee 1 AND
• Either one year of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans;
OR
o A master's or higher degree OR
o A current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR
o A current certification from the Project Management Institute as a Project Management Professional (PMP).


For appointment to the Project Manager 1 (SG-18), you must have:
All requirements for appointment to Project Manager Trainee 2 AND
• Either two years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans;
OR
o A master's or higher degree; AND one year of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; OR
o A current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR
o A current certification from the Project Management Institute as a Project Management Professional (PMP).
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer:
For 52.6 transfer to a Project Manager 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Traineeship salary information:
The position may be filled at the Project Manager Trainee 1, SG-14 ($52,198), Project Manager Trainee 2, SG-16 ($58,247), or full performance Project Manager 1, SG-18 ($65,001) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance Project Manager 1, SG-18 following successful completion of the traineeship.

• Experience managing projects with the use of a formal methodology, e.g. Waterfall and Agile.
• Experience managing projects in OSC and/or New York State (NYS) government.
• Ability to work with others to analyze problems quickly and develop the best solution.

• Ability to facilitate meetings and present training materials to large stakeholder audiences.
• Business skills including coaching, working in teams, negotiating, and facilitating.

• Ability to be flexible and to adapt to change.
• Ability to work well in a fast paced, participative, and deadline-oriented environment with diverse assignments.
• Project management training, preferably certified by the Project Management Institute (PMI).
• Experience and knowledge in utilizing Outlook, Microsoft Project, Word, Excel, PowerPoint, and Teams.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
