Duties Description This position is in the Office of Aging and Long-Term Care, Center for Home and Community based Services. The Center is responsible for a variety of services and activities that focus on long term care, aging and related disabilities within community-based settings. The work of these programs is to encourage high quality care, cost effectiveness, and community base and ongoing quality improvement of services provided. The candidate will assist the Bureau Director and Unit Supervisors in a broad range of activities, including research, technical assistance, training and communication with service recipients, providers, and stakeholders.

This incumbent will work in the New York State Partnership for Long-Term Care (NYSPLTC) Bureau. Associated duties of the position include but not limited to: Programmatic management of all NYSPLTC functions and activities, development, and administration of Partnership-related outreach and/or instruction, liaison to internal and external stakeholders, direct consumer/carrier support, management of consumer independent review requests for disability-related denial of their insurance claim, and management and maintenance of the NYPLTC website.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent, or contingent-permanent, competitive, service as a Long Term Care Systems Specialist 2 Health, SG23 OR current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Medicaid Redesign Analyst 2, SG23 and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

Non-Competitive Candidates via NY HELPS: Seven years of experience administering or analyzing disability, aging, health or social services programs for older adults and/or people with disabilities; OR an associate degree in an appropriate human services field* and five years of experience OR a bachelor's degree in an appropriate human services field* and three years of experience OR a master's degree in an appropriate human services field* and two years of experience.

*Appropriate degrees include, but are not limited to, the following human services fields: audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation.

Examples of non-qualifying experience includes but are not limited to: providing direct care and/or support services, such as those normally provided by direct support assistants, therapy aides, and nursing assistants.

Preferred Qualifications: Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to work independently, as well as in a team environment. The ability to analyze consumer specific data to address questions and remedy complaints. Excellent organizational skills with the ability to prioritize multiple assignments. Proficient in the use of standard office technology and basic Microsoft applications. The capability to travel within NYS as needed.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
