Duties Description Help NYSIC leadership shape the analytic agenda for NYSIC Cyber Analysis Unit (CAU), including managing the intelligence production schedule, and overseeing analysts working on cyber security intelligence products.
Coordinating CAU analysis with the operations and investigations of partners like State Police Computer Crimes Unit, the Federal Bureau of Investigations' Cyber Task Force, the New York State Office of Information Technology Services, the Center for Internet Security, and others.
Monitor open-source accounts of international and domestic incidents, arrests and legislation as they relate to cyber issues, and ensure that key stakeholders are kept aware of such developments.
Lead efforts of the CAU to assist NYSIC staff - both criminal and counterterrorism units and sub-units - in the collection and analysis of seemingly disparate pieces of information and intelligence in order to ensure that developments in cyber and computer/network security are accounted for in NYSIC's non-cyber focused intelligence production.
Produce - and oversee the production of - daily, monthly and ad-hoc reports focused on current cyber threats to New York State, drawing on the latest security threats described in the open source and in reporting from official channels.
Augment federal-level finished intelligence products by providing further analytical judgments or historical background with relevance to New York, when applicable.
Provide insight and analysis on evolving homeland security policy and programs in support of the State Homeland Security Strategy, National Homeland Security Strategy, National Preparedness Guidelines, National Response Framework, National Infrastructure Protection Plan and other relevant federal and state guidance; possess and maintain a working knowledge of these and other resources.
Provide oral briefings on current cyber threat environment and other topics as requested by NYSIC customers and partners.
Attend meetings/conferences/trainings/seminars to further develop an understanding of cybercrime/cyber terrorism as well as strengthen analytical skills.
Support response to incidents of network intrusion, while also gaining an understanding of cyber security threats and vulnerabilities across New York State.
Minimum Qualifications Bachelor's degree and five years of experience in computer or network security, cyber threat analysis, critical data or intelligence analysis, including open source intelligence research, or network administration in
the military, private or public sector organization;
OR
An associate's degree and eight years of relevant experience;
OR
Nine years of relevant experience in intelligence analysis for a government entity. Two years of this experience must include experience managing computer or network security professionals, or overseeing cyber or information security related threat analysis;
AND
Be able to attain and maintain a Top Secret Security Clearance.

Technical Considerations:
Experience managing computer or network security professionals or overseeing cyber or information security related threat analysis.
Certifications in related areas such as Relevant certifications such as CISSP, CISM, CISA, and technical certifications like AWS Certified Solutions Architect, Google Professional Cloud Security Engineer, CompTIA Advanced Security Practitioner (CASP+), Offensive Security Certified Professional (OSCP), Certified Information Systems Auditor(CISA), Certified Ethical Hacker (CEH), GIAC Certified Incident Handler(GCIH), GIAC Certified Forensic Analyst (GCFA), and GIAC Security Essentials (GSEC).
Experience in malware analysis, computer or network forensics, and knowledge of security methodologies, processes, and hardware including firewalls, IDS, and IPS.
Experience with network security log analysis, and SQL with relational databases (e.g., MySQL, Oracle, MS SQL Server).
Experience as a System or Network Administrator is also preferred.
Professional and Analytical Considerations:
Understanding of internet fraud, scams, identity theft, carding, and cybercrimes.
Understanding of cyber-attacks and defenses, and general knowledge of adversaries in cyberspace.
Ability to work with both technical and non-technical homeland security professionals.
Excellent oral and written communication skills including the ability to clearly articulate computer and information technology concepts to a varied audience to facilitate wide understanding and quality workflow.
**Preference will be given to candidates that have received formal training in cybersecurity, intermediate or advanced analysis, and/or critical thinking.
Occasional travel within New York State and possibly nationwide is required. Evenings, weekend, and/or holiday work can be anticipated based on the current cyber threat level.
