Duties Description The Public Health Specialist (PHS) 1 (Environment) will work for the Division of Environmental Health Assessment (DEHA)/ Bureau of Toxic Substance Assessment (BTSA). Recent legislation has increased demands that schools in New York State must frequently test their water for lead contamination. The incumbent will assist schools across the state with the implementation of these requirements.
The PHS 1 (Environment) will join a well-functioning team and will be responsible for answering questions related to the legislation, tracking data, and providing training to schools across the State. The incumbent will also work on other as-needed assignments on a routine basis.
Minimum Qualifications NY HELPS Minimum Qualifications:
A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.
Candidates with advanced degrees and/or those with professional experience assessing the impact of toxic substances on public health may be appointed at a higher level at agency discretion. *Please refer to the below link for qualifying degrees, semester credit hours, and experience:

Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent-permanent service as a Public Health Specialist 1 (Environment) or Trainee.
Transfer or Candidates: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer, via 70.4 to a Public Health Specialist 1 (Environment) Grade 18, or a Public Health Specialist 1 (Environment) Trainee, Grade NS.
Preferred Qualifications: The preferred candidate will have a working knowledge of database management tools such as Microsoft Excel, SAS, and/or SQL. Excellent written and verbal communication skills are strongly preferred, including the ability to communicate effectively with diverse stakeholders such as engineers, scientists, school personnel, local health department officials, and members of the public. The preferred candidate will have the ability to effectively manage multiple projects and programmatic tasks in a fast- paced environment and the ability to work independently and as part of a multi-disciplinary team.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
