To qualify, candidates must have one year of permanent competitive or 55-b/55-c service as either a Program Operations Specialist 1, or Developmental Disabilities Program Specialist 1, Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), or Utilization Review Coordinator.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) operates six Developmental Disabilities State Operations Offices (DDSOO) throughout the state. Each DDSOO is responsible for the direct provision of state-operated, person-centered services, supports and advocacy for individuals with developmental disabilities. As a member of the Division of State Operations (DSO) and under the supervision of the Director of State Operations Bureau of Planning and Quality Improvement, the Program Operations Specialist 2 (POS2) will be responsible for serving as project manager for several priority initiatives and will serve as a primary point of contact for tracking and coordinating multidisciplinary workgroups through the development of policies that will have a statewide impact. The POS2 will also support quality assurance efforts to ensure compliance with DSO policies.

Responsibilities of the POS2 may include but are not limited to, the following:
·Collect, review, and analyze quantitative data related to state operated programs and service documentation and make recommendations to Leadership regarding areas where improvement and/or vulnerability are noted.
·Develop and maintain priority reports and provide updates, recommendations, and analyses to state operations leadership
·Assist in the development and modification of survey instruments and data collection systems; establish tracking and reporting systems that identify facility practices, issues, and implementation of corrective actions
·Develop, update, and maintain program protocols, policies, and procedures for state operations' (e.g., overtime, fit testing data)
·Maintain knowledge of Medicaid Compliance standards, Medicaid service documentation and billing requirements
·Serve as a subject matter expert for service delivery documentation and utilization of the Electronic Health Record and other OPWDD-established systems

·Guide the DDSOOs' efforts with establishing and managing core service delivery, operational, and business records
·Coordinate efforts of subject matter experts across DDSOOs to develop solutions that will address programmatic issues; provide on-site technical support when necessary
·Provide technical assistance and guidance to DDSOO designees to ensure compliance with policies and procedures
·Serve as a primary point of contact for field operations with regards to development of policies and standard operating procedures (SOPs)
·Traveling to certified sites to conduct surveys, which may include but not be limited to interviews of employees and individuals receiving services, collecting and reviewing service documentation, providing technical support to employees with resolving any issues identified, and reporting to State Operations Leadership findings and recommendations that result from site visits
·Develop and implement trainings that align operations with the Division of State Operations' implemented policies
·Other duties as assigned
