For appointment to an Information Technology Specialist 3 (Sg-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Work within a team or directly with users to understand the business requirements for new and/or existing applications.
• Participate in the research phase of new application software and related components.
• Confirm system requirements and program prototype with stakeholders for the purpose of acquiring sign off.
• Analyze confirmed business requirements to determine effort of work and impact on existing applications.
• Develop technical specifications to meet business requirements.
• Program applications that meet business and technical requirements.
• Develop comprehensive technical documentation for all applications created and modified.
• Provide production support for ServiceNow applications and platform.
• Work closely with business analysts and system users on problem identification and resolution.
• Monitor applications, email notifications, and logs for technical and/or functional issues which impact production applications and projects.
• Communicate with users and co-workers to understand issues, acquire all pertinent information, and determine urgency of request.
• Collaborate with business unit partners and other IT teams to identify the cause of issues with production applications and projects and resolve them.
• Analyze application and application environment to determine the cause (or eliminate suspected causes) of issues.
• Review issue(s) and determine appropriate course of action.
• Compile a list of tasks or modifications necessary to resolve issues.
• Communicate with management and users of expected effort for completing tasks to fix issues.
• Make any programming changes necessary to fix the issue.
• Escalate issues to the next level staff or management as necessary.
• Work with users to determine test scenarios that will provide useful results.
• Create test scripts based on predetermined test scenarios.
• Assist users in the execution of test plans and recording of results.
• Determine what tasks will be required to complete assignments and estimate completion dates.
• Create project plans to outline all aspects of programming and testing.
• Communicate and negotiate with business units to set priorities, to provide feedback of the status of tasks being performed, and to confirm scope and relevancy of the remaining work.
• Inform management and all affected parties about potential or existing issues that may impact schedules and/or deliverables as soon as those issues arise.
• Adjust priorities to ensure that estimated completion dates are attained and established deadlines are met.
• Apprise management and other stakeholders of deviations from originally agreed upon priorities, deadlines, or scope in a timely manner.
• Provide guidance and direction during the development of applications and service requests.
• Evaluate staff performance and productivity.
• Ensure proper adherence to time and attendance rules.
• Develop and manage training plans for staff.
• Establish, monitor, and ensure that predetermined goals/objectives are met.
• Manage/allocate daily workload, identify daily priorities, and assign work.
• Assist in the training of staff, review system documentation, and design documents prepared by staff.
• Establish timetables for completion of projects.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience with one of the following areas:
o Object Oriented Programming
o JavaScript
o ServiceNow Development
• Demonstrated experience Programming Internet Applications.
• Demonstrated experience programming the User Interface of web-based applications.
• Demonstrated experience with HTML and Cascading Style Sheets (CSS).
• Demonstrated experience with SQL*Plus.
• Demonstrated experience with Apache Jelly, jQuery, Bootstrap or Angular.
• Demonstrated critical thinking, problem solving, and analytical skills.
• Excellent verbal and written communication skills.
• Ability to work collaboratively in a team environment.
• Proficient at communicating with technical staff and customers.
• Strong analytical thinker, with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
