Human Resources Specialist Trainee 1
You must have a bachelor's degree* or higher.
*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. 70.1 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher may be eligible for transfer under section 70.1 of the Civil Service Law.
52.6 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 16 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.
70.4 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor’s degree* may be eligible for appointment.
Note: 70.4 candidates must NOT have failed the most recent PCO and/or PATT exam(s).

Duties Description STANDARD DUTIES: The incumbent assigned to the Human Resources Performance Management Unit (PMU) will serve as a liaison to provide assistance, advocacy, guidance and advice on all facets of Performance Management. The incumbent will perform a wide range of performance management activities in accordance with Civil Service Law, Rules and Regulations, policies, and procedures, including but not limited to:
•Preparing along with processing of performance development and traineeship plans for new and current employee, including assistance with the development of tasks and standards in line with Civil Service Classification Standards
•Tracking annual and temporary traineeships and evaluations
•Assisting with the processing of performance evaluation paperwork following a change in supervisor or title and/or for newly hired employees
•Reviewing and processing terminations as per agency policy
•Facilitating necessary audits of HC, HRS, and NYSTEP transaction submitted and processed
•Reviewing and processing probation extension and second probation request in accordance with controlling policy and procedure
•Reviewing and processing of suspension transactions in line with agency guidance
•Reviewing and processing traineeship fast tracking request
•Assisting supervisors and program liaisons with constructive approaches to addressing employee progress following less than satisfactory probationary reports and/or evaluation including but not limited to review of evaluation language
•Collaborating with Recruitment staff to address and respond to Out of Title Work Grievances
•Other duties as assigned in support of the Performance Management Unit’s goals and initiatives

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
