This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications for appointment to Environmental Analyst Trainee, NS:
A bachelor's or higher degree in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental science and policy, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics.
Examples of non-qualifying degrees are, but not limited to, Criminal Justice, Cultural Anthropology, Environmental and Business Economics, Environmental Health Policy, Public Health, Science Education or any education discipline, Urban or City Planning.
For Appointment at the Trainee 2 level you must also have:
Either 1. One year of qualifying professional experience in a position having substantial relationship to environmental analysis*; OR
2. A master's degree or higher in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental science and policy, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics.
For the Full Performance Level you must also have:
Either 1. Two year of qualifying professional experience in a position having substantial relationship to environmental analysis*; OR

*Qualifying experience is defined as: Experience having substantial relationship to environmental analysis means that at least 50% of the time is spent preparing and/or reviewing environmental assessments and or environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining. Experience limited to supervision of clerical staff, or interns is NOT qualifying.
Duties Description Under the supervision of an Environmental Analyst 2 or other supervisory staff, the incumbents will conduct the interdisciplinary environmental impact and regulatory review of a wide range of proposed actions pursuant to DEC’s Uniform Procedures Act-linked regulatory programs and the State Environmental Quality Review (SEQR) regulations. Typical permit applications reviewed include projects relating to tidal wetlands, freshwater wetlands, solid waste, wastewater, Long Island well and water withdrawal, & air permitting, with a focus on activities conducted in and around near shore estuarine and marine waters. These positions involve the use of Geographic Information System (GIS), various online mapping platforms, Microsoft Office software, including database and spreadsheet programs, as well as email to manage, schedule and track project review activities. The incumbents will function as the Department’s project manager for multiple jurisdiction application reviews by:
- Receiving and maintaining the official record of all submissions.
- Identifying the involved regulatory programs and referring submitted materials to these units for review with specific instructions on the type and extent of the information required from the reviewers.
- Coordinating responses from the reviewing programs, including resolving any conflicting regulatory requirements or provisions from the program units.
- Providing a single point of contact within DEC for the applicant and public for applications.
- Communicating information needs and any other issues identified with applications by review staff to the applicant.
- Recommending and drafting final decisions on applications for review/approval of Environmental Analyst 2 or Regional Permit Administrator.
- Ensuring DEC compliance with all other regulatory or procedural requirements associated with applications, including but not limited to SEQR compliance, Coastal Consistency Determination, State Historic Preservation Act, Environmental Justice, CLCPA, visual impact or noise impact policies if applicable, etc.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
