No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:

Non-Competitive Qualifications for appointment under NY HELPS Program:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c
program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

70.1 Transfer:
For 70.1 transfer to a Program Aide, SG-13, you must have one year of permanent competitive service in an approved title allocated to SG-11 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) Qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have at
least one year of permanent competitive or 55-b/55-c service in a clerical, keyboarding or paraprofessional qualifying title. If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Duties Description Data Quality
• Review items (PIRs, CRs, RDQs, etc.) and determine priority.
• Coordinate with working units to resolve issues.
• Communicate issues and resolutions once identified to Data Quality Team members.
• Create tables, charts and draft reports to document analyses and procedures.

Quality Assurance
• Maintain and organize findings from staff conducting Quality Assurance reviews.
• Monitor and evaluate data for deficiencies and assist in the coordination of correcting problems.
• Draw conclusions from analyzed data and make appropriate recommendations.
• Assists in the preparation, review, evaluation, and analysis of a variety of reports and other documents specific to the assignment.

Elected & Appointed Officials
• Review and maintain Resolutions and Affidavits sent by participating employers.
• Verify materials are properly completed.
• Draft correspondence to employer explaining our rejection of the materials received.
• Answer questions from employers and members via phone, mail and email.
• Maintain and updated databases as required including MEBEL, FileNet, Lotus Notes, and PeopleSoft .
• Maintain audit findings sent by LGSA.
• Research appropriate databases and employer’s website for any other outstanding issues.
• Send Resolution never submitted and Resolution overdue letters as needed.
• Prepare salary and service requests for any adjustments required.
• Make copies of information regarding specific members to send to files for scanning into the member’s Folder.

Independent Contractor/Employee (ICE)
• Maintain and update databases as required.
• Review files forwarded from other units to determine if sufficient data exists to make a determination.
• Compile and organize documentation requested from public employers throughout the state.
• Verify forms are properly completed.
• Request additional documentation if necessary.
• Actively follow up on requests to ensure timely completion of cases.

• Knowledge of the laws, rules, regulations and policies that govern participation in the Retirement System and the ability to reach, understand and apply them.
• Ability to explain detailed instructions, processes and requests clearly and accurately in written and verbal form.
• Willingness to learn and take on new challenges.
• Ability to work in a team, and with customers, in a professional and effective manner.
• Develop and demonstrate a professional demeanor in both positive and negative situations.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
