Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
COMPETITIVE MINIMUM QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer. Any active transition or promotion list(s) must be exhausted to appoint under the NY HELPS program .
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.
55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

The open competitive minimum qualifications are :
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 11. To be considered, you must provide a copy of your letter of eligibility with your response.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
PREFERRED QUALIFICATIONS:
Prior experience that involved scheduling interviews, assisting in coordinating agency events, reviewing requests from customers for agency approval against program criteria, laws, or rules, meeting deadlines, speaking, and corresponding with others by phone or by e-mail about a program area and its criteria is preferred.
Duties Description This position will focus on the following program areas in the Municipal Services Division & Fellowship Program Office. The Program Aide duties in Municipal Services Division will include but are not limited to the following:
Working after Retirement (https://www.cs.ny.gov/retirees/workingafterretirement.cfm)
• Interacting with local civil service agencies to confirm a retiree’s civil service status.
• Updating and maintaining the section 211 waiver database and log.
• Creating State Commission Calendar pages for section 211 waivers and, following the State Civil Service Commission meeting, the Disposition Memorandum.
• Reviewing and revising, if necessary, section 211 waiver letters that are generated from a database.
• Tracking the re-certification of section 211 waivers and if no re-certification is received, following up with the appropriate local appointing authority or state agency.
Local Rulemaking
• Reviewing rulemaking requests from municipal civil service agencies to make certain the requests meet legal requirements.
• Performing initial review of requests to amend civil service rules to make certain all necessary supporting documentation has been provided by the requesting agency.
• Preparing standardized reports by accessing databases and formatting output data.
• Maintaining electronic and paper files, searching files in response to requests for information, and archiving or purging files in accordance with office procedures.
Fellowship Programs
• Assistance with SFS travel reconciliation.
• Scheduling interviews and communicating with Excelsior Service Fellowship nominees.
• Scheduling interviews and communicating with Empire State Fellows finalists.
• Mail merging, editing, and filing offer letters for Excelsior Fellows.
• Helping program staff with planning of the orientation activities and events.
