Minimum Qualifications Minimum Qualifications:
5 Years or more experience COBOL.
Preferred Qualifications:
5 Years or more experience in IBM JCL, IBM TSO, or DB2.
The following degrees may substitute for the general experience as indicated:
- Associate’s degree and four years of experience
- Associate’s degree including 15 semester credit hours in computer science and three years of experience
- Bachelor’s degree and three years of experience
- Bachelor’s degree including 15 semester credit hours in computer science and two years of experience
- Master’s degree in computer science or related field substitutes for an additional year of experience
- Doctorate in computer science or related field substitutes for an additional year of experience
Duties Description Under the direction of a Project Coordinator, the position will provide leadership for the Department of Tax and Finance (DTF) Modernization effort and support for maintenance activities.
Specific duties include, but are not limited to:
- Provide lead programming duties for tax related applications.
- Develop and mentor staff using various technologies.
- Develop and review detailed documentation for system and program change requirement including detail specifications documents.
- Analyze requested enhancements and determine an impact analysis on the system.
- Assist and provide guidance through all phases of the project management life cycle.
- Develop unit test plans based on coding changes and user specifications. Conduct unit testing and debugging of all code changes in the development environment.
- Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
- Assist team members using distributed technologies including Java, DB2, XML and XQuery. Ensure that staff members are properly trained and mentored.
- Assist team members using mainframe based technologies including COBOL, JCL and IDMS. Ensure that staff members are properly trained and mentored.
- Provide support, as needed, for defects and issue resolution. Ensure that defects and issues are addressed promptly based on priority.
- Facilitate and participate in meetings with ITS and DTF customers.
- Communicate clearly, both verbally and in writing, with DTF management and users, ITS management, and team members.
- Perform all supervisory responsibilities.
