Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Traffic Systems Technician Trainee 1:
Either 1. 30 college semester credit hours including at least 9 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, electronic technology, HVAC, overhead electric line worker, or network technology;
Or 2. one year of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial, or military electronic/electrical integrated system components, telecommunication/network cable systems, or machinist trade work;
Or 3. military training in an electronics field including completion of an electronic/electrical school program;
Or 4. graduation from a high school trades program, a BOCES program recognized by an education authority, or any accredited U.S. trade school having completed a technical electricity/electronics, heavy equipment operation maintenance and repair, manufacturer and machining, entertainment technology, diesel technology, HVAC/R, network technology, automotive technology, or construction trades program;
Or 5. Completion of a Union Applied Skills Trades program in electricity.


Traffic Systems Technician Trainee 2:
Either 1. 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology,
electrical construction and maintenance, electronic technology, HVAC, overhead electric line worker, or network technology;
Or 2. two years of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial, or military electronic/electrical integrated system components, telecommunication/network cable systems, or machinist trade work;
Or 3. military training in an electronics field including completion of an electronic/electrical school program and one year of experience as described above;
Or 4. graduation from a high school trades program, a BOCES program recognized by an education authority, or any accredited U.S. trade school having completed a technical electricity/electronics, heavy equipment operation maintenance and repair, manufacturer and machining, entertainment technology, diesel technology, HVAC/R, network technology, automotive technology, or construction trades program and one year of experience as described in #2 above;
Or 5. Completion of a Union Applied Skills Trades program in electricity and one year of experience as described in #2 above.

Traffic Systems Technician 1:
Either 1. 60 college semester credit hours including at least 15 college semester credit hours in electrical engineering, electronic engineering, electrical technology, computer technology, automotive technology, electrical construction and maintenance, electronic technology, HVAC, overhead electric line worker, or network technology and one year of experience described in #2 below;
Or 2. Three years of experience assisting in the installation, repair, or maintenance of traffic signal equipment and/or intelligent transportation systems; commercial, industrial, or military electronic/electrical integrated system components, telecommunication/network cable systems, or machinist trade work;
Or 3. military training in an electronics field including completion of an electronic/electrical school program AND two years of the experience described in #2 above;
Or 4. graduation from a high school trades program, a BOCES program recognized by an education authority, or any accredited U.S. trade school having completed a technical electricity/electronics, heavy equipment operation maintenance and repair, manufacturer and machining, entertainment technology, diesel technology, HVAC/R, network technology, automotive technology, or construction trades program two years of the experience described in #2 above.
Or 5. Completion of a Union Applied Skills Trades program in electricity and two years of experience as described in #2 above.

Upon successful completion of 12 months as a Traffic Systems Technician Trainee 1, you will automatically advance to a Traffic Systems Technician Trainee 2. Upon successful completion of 12 months as a Traffic System Technician Trainee 2, you will automatically advance to a Traffic Systems Technician 1.

Within three months of appointment, you must obtain and maintain a valid NYS Class B CDL Permit. Failure to obtain and maintain the permit will result in termination. Within twelve months of appointment, you must obtain and maintain a valid NYS Class B CDL license with no air brake restriction. Failure to obtain and maintain the license will result in termination.

All candidates must pass a pre-employment physical/medical examination and drug test prior to beginning employment. Cannabis use is not permitted for employees in this title and assignment. Cannabis use will be tested for during the pre-employment screening process and may be the basis for disqualification for employment or may be a basis for removal from employment.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The duties for Traffic Systems Technician 1 include but are not limited to:

• Install, maintain, test, modify, adjust, overhaul, troubleshoot and repair a variety of electrical systems, electronic, magnetic devices and computerized equipment use to monitor and control traffic signal systems and ITS devices.

• Perform major system modifications; such as traffic signal system integration and system networking.

• Review and modify and prepare documents; which define the operations design and construction of traffic signal systems and ITS devices.

Stand-by and overtime availability are required, candidates will be expected to respond after hours for service and repair callouts.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
