Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:

Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

SUBSTITUTION: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; OR a bachelor's or higher-level degree in any field and three years of experience; OR an associate degree with 15 semester credit hours in a computer science field and four years of experience.

PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2 (Programming).

SPECIALIZED REQUIREMENTS:

Candidates must also possess:
1) An associate degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering.

2) OR
• More than 2 to 5 years of experience in Microsoft Office 365 Suite (Forms, Planner, Sharepoint Admin, Teams) AND
• More than 2 to 5 years of experience in PowerShell AND
• More than 2 to 5 years of experience in MS 365 AND
• More than 2 to 5 years of experience in Microsoft O365 System Management Tools

3) OR
• More than 2 to 5 years of experience in MS Active Directory AND
• More than 2 to 5 years of experience in Microsoft Azure Active Directory

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations), or Mapping Technologist 3.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

Or 2. a bachelor’s or higher-level degree in any field AND three years of experience in computer related areas as described in #1;

Or 3. an associate degree with 15 semester credit hours in a computer science field AND four years of experience in computer related areas as described in #1;

Or 4. five years of experience in computer related areas as described in #1 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet ONE of the following qualifications:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

Or 2. a bachelor’s or higher-level degree in any field AND three years of experience in computer related areas as described in #1;

Or 3. an associate degree with 15 semester credit hours in a computer science field AND four years of experience in computer related areas as described in #1;

Or 4. five years of experience in computer related areas as described in #1 above;

Or 5. Be a current New York State SED employee must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.

Provisional candidates must take the examination for Information Technology Specialist 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Information Technology Specialist 3 position in the Office of Information Technology Services (ITS) within the Shared Platform Services Team. This team is responsible for a multitude of systems including the Microsoft 365 environment. The incumbent of this position will be held to high standards of integrity, and customer service, while also being expected to perform advanced technical work on complex project. Duties of this position include, but are not limited to, the following:
• Monitor and support the Microsoft 365 environment;
• Use Active Directory users and computers to create new user accounts, perform maintenance/updates to existing user accounts and deprovision user accounts;
• Act as a project leader when implementing new features and upgrades to the Microsoft 365 environment while ensuring proper analysis, testing and documentation is performed;
• Apply agency defined security policies and measures regarding identity access management;
• Develop and maintain detailed technical procedures and documentation for users and internal team use for Microsoft 365;
• Provide expert level technical support to customers and/or the Help Desk regarding all Microsoft 365 products/features including Exchange, Teams, and SharePoint;
• Execute e-discovery activities in support of NYSED operations;
• Coordinate the management of New York State Directory Service (NYSDS) account identities including creating new accounts, reclaiming accounts, and archiving accounts;
• Manage work orders, tickets, and unit workflow through the JIRA service desk ticket system; and
• Supervisor lower-level staff in the Microsoft 365 unit.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent competitive appointment, a contingent permanent non-competitive appointment, or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of Coursework and experience will be required at the time of interview for all candidates.

This position leads to a maximum salary of $106,454 based on annual performance advances.
