Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Administrative Analyst Trainee 1, you must have:
• A bachelor's or higher degree.

For appointment to an Administrative Analyst Trainee 2, you must have:
• A bachelor's degree AND one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.
OR
• A Juris Doctor, master’s or higher degree in a related field.

For appointment to a Senior Administrative Analyst, SG-18, you must have:
• A bachelor's degree AND two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.
OR
• A Juris Doctor, master’s or higher degree in a related field AND one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

For 70.1, 52.6, or 70.4 transfer to a Senior Administrative Analyst, (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties Description Coordinate Onboarding & Offboarding for OOO
• Submit appropriate requests to on-board/off-board OOO employees in order to provision/de-provision equipment, software, system, and folder accesses.
• Submit requests timely and accurately according to established templates, rules, and procedures.
• Maintain various organization assets as employee information changes.
• Submit communication regarding staffing changes/updates to other units within OOO (i.e., CIO, Training & Communications, appropriate bureau staff, etc.).
• Conduct security audits on employees who have separated from OSC.

Communication & Knowledge Transfer
• Create/review/update business procedures, training materials, forms, templates, and guidelines.
• For any existing or new tool acquired by the bureau for business analysis utilization, develop procedures, templates, forms and assist in providing training on the new tool.

Business Continuity
• Assist team leads in developing disaster response plans.
• Ensure disaster response plans document each service the team provides, along with responses to all major loss scenarios and durations.
• Ensure team leads have identified the resources that are required to execute their response plans.
• Ensure response plan resources are uploaded/refreshed to OSC’s business continuity tool on the agreed upon schedule.
• Ensure team leads are aware of how to access their resources in OSC’s business continuity tool.
• Coordinate rehearsals of bureau response plans on the agreed upon schedule.
• Document lessons learned from these rehearsals and ensure agreed upon responses are incorporated into response plans and associated resources.

Miscellaneous Projects
• Ensure assigned projects have project plans developed and plans are maintained on a timely and accurate basis.
• Ensure management is apprised of risks/issues that affect the timely completion of project plan tasks.
• Facilitate interactions with both internal and external staff to achieve project objectives.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
