Minimum Qualifications A Bachelor’s degree and seven years of relevant financial experience, two years of the experience must be at a managerial level. Substitutions include four years of specialized experience or an associate’s degree and two years of specialized experience; Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description Under the Administrator of the Commission on Prosecutorial Conduct, the Special Assistant will function as the Commission’s Finance and Operations Director. Duties will include, but will not be limited to:
• Ensuring that the budget addresses priorities, including adequate funding for programs and operational needs, and is consistent with State and federal rules and regulations;
• Providing advice to agency management on the development of budgetary and fiscal policy, improvements in fiscal reporting, cost effectiveness of programs, and budget priorities;
• Ensuring accurate assessment of spending trends, forecasting, and satisfaction of all deadlines for submittal, clearance, revisions, and implementation;
• Monitoring and reporting expenditures and spending justifications; overseeing assessment of cost reduction possibilities and effects, and implementation of cost cutting measures as directed by control agencies;
• Conducting financial and policy analyses to assess impact of proposed actions on major agency programs;
• Ensuring compliance with procurement and contract policies, State and federal regulations, and guidelines of oversight agencies;
• Overseeing the monitoring systems, and the processing, accounting, auditing, and reporting functions pertinent to the Commission’s administration of State and federal funds;
• Ensuring that appropriate payment and contract files are established and maintained, and that such records are retained in accordance with applicable record retention and disposition schedules;
• Recommending and establishing policies and best practices to ensure appropriate standardized financial policies and fiscal controls for effective procurement, rate development and billing, payments, contracting, budgeting, and revenue collection;
• Developing proposed legislation affecting finances, and reviews and analyzes legislative and regulatory proposals;
• Establishing priorities and policies, and providing administrative oversight for the development and dissemination of fiscal policy to ensure compliance with State and federal laws and regulations and improve operations;
• Representing the CPC in meetings with the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures;
• Overseeing the coordination and preparation of mandated federal and State reports;
• Responding to requests for information or analyses made by external fiscal agencies and committees;
• Overseeing staff responsible for processing agency purchases, vouchers, fleet operations, and travel requests, ensuring that all requests and expenditures are reviewed and processed in a timely manner;
• Supervising lower-level budget, fiscal, accounting, contract management, procurement, and clerical support staff, and performs the full range of supervisory responsibilities such as performance evaluations.
Additional Comments This is a hybrid position - Office location Albany or New York City/Manhattan.
The Commission on Prosecutorial Conduct is an independent state agency dedicated to investigating prosecutorial conduct in New York State, serving to strengthen oversight of New York’s prosecutors and to hold them to the highest ethical standards in the exercise of their duties.
Pursuant to Judiciary Law §§ 499-a – 499-j, the Commission has the authority to review and investigate the conduct of prosecutors to determine whether any prosecutorial conduct violates state law or court rules. Under the statute, the Commission is authorized to conduct a full range of investigative functions, including holding hearings, subpoenaing witnesses, requiring production of documents, conferring immunity, and transmitting findings of fact and recommendations regarding sanctions to the relevant attorney grievance committee. The Commission is also authorized to make its findings and recommendations public.

* This appointment will initially be temporary. It is expected that the selected candidate will then be appointed to the permanent, exempt position after a review of the jurisdictional classification.
