Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Non-Competitive: you must have a bachelor's or higher-level degree in a human services field*.

Currently a permanent Habilitation Specialist I.

If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

Candidates must be reachable for appointment from the current Civil Service eligible list to be considered for a permanent competitive appointment.

Open Competitive:
Persons who are on the current Habilitation Specialist I Civil Service list may also apply. Consideration will be
contingent upon reachability or eligibility in accordance with Civil Service Law.

Simultaneous to this posting the Civil Service list for Habilitation Specialist 1 may be canvassed. Management reserves the right to select either an eligible respondent to this posting or appoint from the Civil Service list.

For the Transition Examination, you must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had one year permanent competitive or 55 b/55 c service in a clinical or direct care position. *For the purpose of these examinations, a degree in a human service field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, vocational counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, creative arts, dance, drama, music, or physical education.) Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling/guidance, education, human development.) Examples of non-qualifying degrees include but are not limited to: criminal justice, political science, liberal arts, and business.

Duties Description POSITION DESCRIPTION:

Ensure individuals reach their optimal level of functioning by developing individual day habilitation plans, setting goals, and monitoring an individual’s progress in reaching those goals. Provides clinical guidance to and may supervise a limited number of direct care staff.
This site serves individuals who have behavior challenges. The behavioral emphasis of the program requires that the successful candidate be able to perform Restrictive Physical Interventions/secondary tools.

PRIMARY DUTIES AND RESPONSIBILITIES:

• Development of program plans based on each individual’s valued outcomes.
• Documentation of program-specific plans.
• Participates in individuals’ Life Plan meetings.
• Participates in activities which support the program(s) and/or the unit’s approach to providing optimum care for all individuals.
• Oversee all aspects of special components of the program which occur regularly.
• Verify all program services are provided as prescribed by team planning process.
