Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55 b/c eligibility letter and ONE of the following qualifications:
1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
4. Six years of experience in computer related areas as described in #1 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
4. Six years of experience in computer related areas as described in #1 above; OR
5. Be a qualified employee of New York State Department of Education and have had ONE (1) year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming).

Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking an applicant for the position of Information Technology Specialist (ITS) 4. Reporting to the Manager Information Technology Services 1, the incumbent will provide technical leadership and oversight for the Java and JavaScript-based applications and systems supporting the Office of the Professions' operations. Duties of this position include, but are not limited to, the following:
• Supervise a team of lower-level information technology professionals;
• Serve as the subject matter expert and lead architect for Java and JavaScript technology stacks within the Office of the Professions IT modernization initiatives;
• Design and develop modern, scalable, and secure Java and JavaScript-based applications and services aligned with the Office's digital transformation roadmap;
• Establish and enforce coding standards, best practices, and architectural patterns for Java and JavaScript development to promote maintainability, performance, and security;
• Oversee the implementation of continuous integration, continuous delivery, and Development Operations practices for Java and JavaScript applications to streamline development and deployment processes;
• Oversee rigorous testing strategies, including unit testing, integration testing, and performance testing, to ensure the quality and reliability of modernized applications;
• Evaluate and recommend emerging technologies, frameworks, and tools to enhance the development and deployment of Java and JavaScript applications;
• Provide technical mentorship and guidance to lower-level professional information technology staff, fostering a culture of continuous learning, knowledge sharing, and professional growth within the team;
• Collaborate with enterprise architects, solution architects, and infrastructure teams to ensure alignment between application development, enterprise architecture, and infrastructure strategies;
• Stay up to date with the latest trends, advancements, and industry best practices in Java, JavaScript, web development, cloud computing, and related technologies;
• Contribute to the development of technical documentation, training materials, and knowledge base articles related to Java and JavaScript applications and associated technologies; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates.

This position leads to a salary of $117,875 based on annual performance advances.
