Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:
Five years of experience in database programming or administration. the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.
SUBSTITUTION: A bachelor's degree in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; OR a bachelor's or higher-level degree in any field and three years of experience in database programming or administration; OR an associate degree with 15 semester credit hours in a programming languages field and four years of experience in database programming or administration.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.
SPECIALIZED REQUIREMENTS:
Candidates must also possess:
• 1 to 2 years of experience in ETL (Extract, Transform, Load)
• More than 2 to 5 years of experience in SQL
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Database).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Systems Programming).
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:
Either 1. a bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND two years of experience in database programming or administration;
Or 2. a bachelor's or higher-level degree in any field AND three years of experience in database programming or administration;
Or 3. an associate degree* with 15 semester credit hours in programming languages AND four years of experience in database programming or administration;
Or 4. five years of experience in database programming or administration.
To qualify for consideration, the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.
*Candidates who have completed at least 60 college semester hours in a bachelor's degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet ONE of the following qualifications:
1. a bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND two years of experience in database programming or administration;
Or 2. a bachelor's or higher-level degree in any field AND three years of experience in database programming or administration;
Or 3. an associate degree* with 15 semester credit hours in programming languages AND four years of experience in database programming or administration;
Or 4. five years of experience in database programming or administration.
Or 5. Be a current New York State Department of Education employee must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 3 (Database). Under the direction of the Information Technology Specialist 4 (Database), the Information Technology Specialist 3 (Database) will serve as the extract, transform, and load (ETL) Developer for the State Longitudinal Data System (SLDS) project. The SLDS project aims to modernize infrastructure and improve the interoperability to demonstrate proof-of-concept for a Statewide Longitudinal Data System, which ultimately integrates data from Pre-K through 12 grade, higher education, and workforce data sets. Duties of this position include, but are not limited to:
• Designs and develops extract, transform, and load (ETL) data processes for transmission of data among various source systems according to the business requirements for loading data into the SLDS;
• Assists with development of data transformation into a single data model for the SLDS;
• Collaborates with stakeholders to understand data requirements and business rules for the data;
• Builds and maintains data pipelines to automate the ETL processes and ensure data consistency and accuracy;
• Develops SQL queries, scripts, and code to perform data transformations, cleansing, and validations;
• Implements error handling and logging mechanisms to capture and report data quality issues during the ETL process;
• Optimizes ELT performance by tuning SQL queries, optimizing data loading processes and leveraging parallel processing techniques;
• Testing and validating ETL processing to ensure they meet functional and performance requirements;
• Documenting ETL processes, data mapping, and transformations for reference and knowledge sharing;
• Provides guidance to support the SLDS team on ETL processes, data transformation best practices, and emerging technologies to continuously improve the SLDS data operations and data infrastructure;
• Collaborates with other program offices and state agencies to ensure alignment with overall organizational goals and state SLDS goals and strategies; and
• Manages all SLDS technical work using NYSED IT system tools, such as Atlassian Jira and Confluence.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent competitive appointment, a permanent non-competitive appointment, or a temporary provisional appointment. At this time, agencies may recruit and hire employees by making temporary appointments. Provisional candidates must take the examination for Information Technology Specialist 3 (Database) when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position leads to a maximum salary of $106,454 based on annual performance advances.
