Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed in this posting/canvass reflects the full range associated with this salary grade when factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous state service will begin at the starting rate of the salary range listed above (plus any applicable Location Pay/Geographic Pay/Shift Pay differentials).

Permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~

Either 1. a bachelor's degree AND three years of professional clinical (see below) and professional administrative (see below)
experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention,
recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;

Or 2. a master's degree AND two years of professional clinical (see below) and professional administrative (see below) experience in a pubic or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Professional clinical experience involves the provision of professional level care, treatment, or instruction to individuals with a primary diagnosis of substance use disorders in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physicians’ assistant.

Professional administrative experience primarily involves experience performing one or more of the following:
• development/management of a treatment program or prevention services;
• review and monitoring of program operations for regulatory compliance;
• development of program budget and/or review of provider expenditures;
• planning, developing, oversight, coordination, or operation of programs.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.



Duties Description Duties include, but are not limited to:
• Work with various divisions within OASAS as well as Office of Information Technology Services (ITS) to identify required updates to Client Data System (CDS)/Provider Directory System (PDS).
• Coordinate data system upgrades and maintain supporting documents/instructions for reporting processes.
• Submit ITS tickets for enhancements and breaks as needed. Follow up with ITS to request priority work is completed.
• Ensure communications to all OASAS providers and pertinent OASAS staff regarding changes/updates to CDS/PDS reporting requirements.
• Manage and coordinate the addition of new programs in the PDS with ITS.
• Support maintenance of OASAS related data in associated systems such as Interagency Master File (IAMF), including resolving any data conflicts, Health Commerce System (HCS), including monthly reconciliation, and Inventory of Behavioral Health Services (IBHS), including review/approval of non- OASAS entered submissions, to support the accuracy of Treatment Episode Data Set (TEDS) submissions to the federal Substance Abuse and Mental Health Services Administration (SAMHSA).
• Review OASAS certification data entered in PDS to ensure accuracy.
• Provide training sessions to providers as needed re: data systems like the PDS and CDS through both virtual and in person delivery.
• Monitor provider data entry and reporting compliance. Provide 1:1 technical assistance to ensure accurate data entry as needed.
• Respond to technical assistance requests submitted by email and phone.
• Use Inquiry Reports, Excel, Oracle Business Intelligence Enterprise Edition (OBIEE) (including the ability to create ad hoc queries in OBIEE), Access, and other analytical tools to assist with ad hoc issues with above system as needed, as well as routine data quality checks to ensure accurate and complete PDS data.
• Provide supervision to Addictions Program Specialist 1s or administrative staff
Other relevant duties as assigned.
