Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as an Assistant Land Surveyor 2 or Land Surveyor Technician 1
Or
Open Competitive:
Either 1. four years of experience in land surveying that included conducting measurements of space, water, land and structures to determine boundaries, areas, elevations, alignments, volumes, and locations AND performing evaluation and analysis of field data and researching public and private land records;
Or 2. an associate’s degree or higher in Cartography, Civil Engineering, Civil Engineering Technology, Surveying Engineering Technology, Forestry, Forest Technology, Land Surveying, Geography, Geographic Information Science, Geomatics Engineering, Geospatial Science, or Spatial Science AND two years of experience as described in Option 1
Candidates may also be appointed via the following, if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Duties Description Under the direction and supervision of the Professional Land Surveyor 1, the incumbent’s duties include, but are not limited to:
Assist with research of records relating to ownership and location of real property;
Conduct field reconnaissance to recover historic monuments and evidence of real property boundary locations;
Make and record precise field measurements by operating various terrestrial and geodetic (GNSS) surveying instruments;
Transfer, reduce, process, and transform horizontal and vertical raw data;
Record clear and concise field notes, and plot survey results to create detailed base mapping;
Assist with preliminary property line and/or highway boundary determinations;
Prepare survey and title reports;
Prepare boundary survey maps and/or prepare digital terrain models and base mapping for the design of Capital Projects;
Assist with monumentation and marking of final surveys, and perform boundary line maintenance of existing state lands;
Assist with recording, filing and maintaining Department records;
Assist with preparation, review, and inspection of consultant survey contracts;
Assist in activities related to acquisition and disposition of real property, and with case preparation for the Attorney General's Office and the Office of General Counsel;
Assist other DEC programs and the public with real property and boundary line inquiries;
May assist with training and supervision of subordinate employees as well as planning and implementing work zone safety;
Will be required to walk through dense woods, steep inclines, and swamps carrying survey equipment.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas.
Must be able to work in adverse weather conditions. Must be able to lift and move objects up to 50 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
