Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer Opportunity:
Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill three (3) Mental Health Program Specialist 2 positions in the Office of Quality Improvement, Clinical Risk Management unit. The MHPS2 will be part of a multi-disciplinary teams of professionals focused on improving care and care transitions for individuals with complex needs throughout the continuum of care. The Office works extensively with the Justice Center for the Protection of People with Special Needs. Beginning June 30, 2013, additional processing of incident activity became a requirement. There is a body of work that is completed in this area including approving and providing oversight of OMH state operated and licensed provider submitted Corrective Action Plans (CAPs), and OMH's management of the Justice Center's Administrative Action Reporting Mechanisms (AARM) activities. These positions will also work with the newly created Office of Hospital Care and Community Transitions (OHCCT).
Regular travel is required.
Specific duties include, but are not limited to:
• Clinical Risk Reviewers (CRR/MHPS2) will report to established regional Clinical Risk Managers (CRM/MHPS 3s), who will work as a team to provide oversight of State and local hospital-based and community mental health programs with regards to incident management.
• Analyze incident data and findings to identify areas needing intervention and technical assistance.
• Provide enhanced training and technical assistance in incident reporting, conducting investigations, root cause analysis, corrective action plan development, and best practices related to Incident Review Committee implementation.
• Conduct a focused review of policies and procedures, including incident management and restraint/seclusion. If deficiencies are noted, the CRM Team will work with the hospital to revise the policy to align with regulatory requirements and ensure staff training.
• Conduct on-site investigations and site visits.
• Act as the Clinical Risk Management liaisons to the Office of Hospital Care and Community Transitions (OHCCT).
