Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At a future date, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Trainee1:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Trainee 2:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles
Minimum Qualification Substitution:
A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience accord with generally accepted accounting principles.
Senior Accountant 1:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Minimum Qualification Substitution:
A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
70.1 TRANSFER QUALIFICATIONS:
Trainee1: One year of permanent, contingent permanent, or 55 B/C service allocated to a SG-12 or higher and otherwise eligible for transfer under Civil Service Law.
Trainee 2: One year of permanent, contingent permanent, or 55 B/C service allocated to a SG-14 or higher and otherwise eligible for transfer under Civil Service Law.
Full Title: One year of permanent, contingent permanent, or 55 B/C service allocated to a SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
70.4 TRANSFER QUALIFICATIONS:
Candidates may be eligible for transfer under Section 70.4 of the Civil Service Law to Accountant Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title SG-11 or higher AND have a passing score on the current or previous Professional Career Opportunities Select Job Titles eligible list for this title AND possess a bachelor’s degree AND 24 semester credit hours in accounting, auditing, or taxation courses.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. Which are as follows:
Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Preferred Qualifications:
• Experience working with bookkeeping, auditing, examining, or reviewing not-for profit entities.
• Experience providing technical assistance and training.
• Experience with field examinations/audits.
• Experience writing reports.
• Experience in public speaking or giving presentations.
Duties Description The Senior Accountant duties will include but are not limited to the following:
• Schedule and conduct field examinations of incorporated cemeteries and prepare written reports.
o Expected to perform between a total of 20 and 40 high priority audits with an additional 10-40 low priority audits, for a total of 50-75 audits annually.
• Review applications concerning cemetery service charges for compliance with Article 15 of the Not-for-Profit Corporation Law.
• Provide financial review of applications to the New York State Cemetery Board for approval of major alterations, mausoleums, columbaria land sales, land purchases, and other transactions.
• Examine annual reports submitted by incorporated cemeteries and enter key data in the Division’s database.
• Complete any special projects that may be assigned by the Director, Assistant Director.
• Communicate with the public and cemetery officials concerning cemetery laws and regulations.
• Assist in the reorganization of struggling cemeteries.
