Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open?competitive minimum qualifications for this position. The qualifications are:
1. three years’ experience in the construction, operation, or maintenance of a park or recreational facility, or campus* one year
of this experience must be at a supervisory level.
Or 2. an associate's or higher?level degree or 60 college semester credit hours AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus*
A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
*NY HELPS Qualifications:
For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
REASSIGNMENT QUALIFICATIONS:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as an Park Supervisor 1, SG-11.
ELIGIBLE LIST APPOINTMENT:
Currently reachable on the Park Supervisor 1 eligible list.
55-b/c QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Duties Description As a Park Supervisor 1, duties include but are not limited to:
• Working under the supervision of the Golf Course Superintendent to plan, coordinate, and oversee the maintenance and operation of park-related functions.
• Assisting park administrative staff in purchasing by obtaining quotes, budget forecasting, and procuring supplies; preparing timecards and other payroll functions as assigned.
• Assisting patrons with booking pavilions and park events using Reserve America.
• Planning, assigning, and assisting with the completion of work projects.
• Developing and implementing programs and services for the public.
• Occasionally functioning as the first or second?in?command of the park if the park /complex management is not on-site.
• Recruiting, onboarding, providing orientation for, training and supervising new and subordinate staff as needed.
• Scheduling and assigning work as well as providing clear directions and guidelines for staff; inspecting work to ensure it is completed within allotted time frames and in accordance with codes, regulations, and safety standards.
• Assisting staff in performing tasks and resolves conflict or performance related issues and completing performance evaluations and discussing performance expectations with employees in a timely manner.
• Assisting with development and implementation of preventative maintenance programs and reviewing maintenance requests and assesses materials, equipment, and labor requirements
• Developing weekly, monthly, and yearly work schedules and updating schedules as needed.
• Responding to and working with community groups and organizations regarding facility use requests; plans and schedules recreation activities and special events; coordinates logistics for routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.
Additional Comments OPERATING NEEDS:
• The selected candidate must be willing and able to work holidays and/or weekend shifts as required.
• Position may require working in inclement weather.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
