Candidates must be permanent in the Mental Health Program Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.
Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to a Mental Health Program Specialist 2, G-23 position in the Division of Community Program Management & Managed Care, Adult Community Care Group, Bureau of Rehabilitation Services, Treatment, & Care Coordination, in the Care Coordination Unit. This unit works in collaboration with other state agencies to develop outpatient behavioral health programs and promotes the integration of services.
Mental Health Program Specialist II (MHPS II) works with a team in developing, implementing, and evaluating policies and procedures which shape the mental health service delivery system and related systems. The Mental Health Program Specialist II will work under the direction of the MHPS III in the Care Coordination Unit and be responsible for:
Specific duties include, but are not limited to, the following:
• Work collaboratively with the providers, state agency partners and other key stakeholders to assist in the development of policy and programming regarding adult outpatient programs. Work with Unit staff and Bureau Director to shape and implement federal and state requirements.
• Provide Technical Assistance to provider agencies (in-person, by phone, webinars, conferences, etc.). Attend all relevant internal and external stakeholder meetings to improve access to services, support recovery-oriented service provision, and implement new program or policies. Create webinars and implement trainings as assigned, provide guidance consistent with agency mission.
• Participate in the development of ACT and Care Management, or other adult behavioral health, program guidelines/policy with a focus on enhancing rehabilitation service provision. Understanding regulations, guidance, standards of care.
• Work with OMH field offices to support the implementation of programs or new initiatives, review new provider applications, and understand local needs and system challenges to better inform program development.
• Development of reports/charts/documents/PPs/forms as requested for monitoring and oversight (e.g. policy development, monitoring). Working with PSYCKES, PME, and other data sources.

Traveling is intermittent and typically scheduled in advance.
