Minimum Qualifications Bachelor’s degree in human services related field and seven years progressively responsible experience in oversight and policy development. The candidate must also have experience working within government structures to effectuate change. At least three years of the candidate’s experience shall have been in a managerial capacity, including oversight of staff and consultants. A master’s degree or Juris Doctor degree may substitute for one year of experience. A Ph.D. may substitute for two years of experience.

Duties Description Under the direction of the Commissioner, the Chief Equity Officer (CEqO) will lead the Division of Justice, Equity, Diversity & Inclusion (JEDI) and will coordinate the design, implementation, and evaluation of a comprehensive strategy to embed and prioritize justice, equity, diversity, and inclusion in OASAS policies, procedures, and workplace culture. Responsibilities include: collaborating with agency leadership and staff; supervising staff; designing, implementing, and evaluating the OASAS and JEDI strategic plans with focus on identifying strategies to advance equity and inclusiveness; providing expertise and support to bring JEDI principles in agency policies and procedures with both an internal and external focus; serving as the lead or liaison to intergovernmental committees pertaining to JEDI work; leading and supporting planning and ongoing management of internal and community-based advisory groups; developing and maintaining stakeholder relationships to promote OASAS equity work; ensuring compliance with reporting and other expectations pertaining to statewide diversity, equity, and inclusion policies and initiatives; designing, implementing and managing equity and diversity related projects; and other duties as assigned. Other expectations or preferred qualifications include: navigating complex politics, relationships, and bureaucratic environments; consistently delivering high-quality work on accelerated timelines as well as balancing competing priorities and ad hoc requests; building strong partnerships within and between government and community partners; excellent written and verbal or non-verbal communication skills, as well as interpersonal skills; strong organizational and project management skills, and keen attention to detail; proficiency in Microsoft Office suite, particularly PowerPoint and Word; ability to work independently and as part of a team; high degree of flexibility and initiative; confident and capable public speaker and facilitator; and ability to travel (estimated 15%).
