Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. Qualifying titles are available at: https://www.cs.ny.gov/examannouncements/announcements/38687titles.cfm

Open Competitive: One year of clerical experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

If there are three or fewer qualified candidates interested in appointment to this position a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Office Assistant 1, SG-06.

Duties Description The incumbent of this position will perform duties consistent with the civil service standard for this title. The selected candidate will process transactions, maintain records, documents, and information. They may also produce correspondence, reports, charts, etc.

Incumbents must be able to read, understand and apply procedures, rules, regulations and laws.

The duties include but are not limited to:
? Sorting and distributing mail.
? Maintaining records and files.
? Answering telephones and appropriately responding to, or referring, inquiries made by employees, vendors, and customers.
? Providing assistance to the Transportation Office Assistant 2 in the administration of the Bridge Maintenance program which may include Personnel, Purchasing, and Training activities, such as:
o Hiring and promoting employees, and employee orientations.
o Assisting with ordering supplies, creating purchase orders, and processing payments in the State Financial System.
o Processing Expense Reports for employees
o Approving and reviewing employee times in MMS & LATS.
o Additional duties will be discussed at the interview

Preferred candidates will possess excellent written and oral communication skills as well as proficiency in computer programs such as Microsoft Word, Excel, and Outlook.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
